What You’ll Be Doing

• Complete, update, and validate the existing organisational analysis, including governance, information, and ICT dependencies.


• Map overlapping mandates, competencies, and responsibilities; identify bottlenecks impacting processes, data, applications, digital services, and ICT governance.


• Develop and compare scenarios for the future organisational model, including impact analysis on business capabilities, end-to-end processes, information flows, applications, and ongoing ICT initiatives.


• Facilitate strategic workshops with the Executive Committee and key directorates to drive informed, supported decision-making.


• Design a target organisational model, structure, and organisational chart with clear responsibilities, competencies, decision-making rights, and governance principles.


• Align the target organisation with enterprise architecture, architecture principles, ICT governance, and the digital transformation roadmap.


• Translate the chosen target structure into an actionable implementation programme, detailing workflows, dependencies, architectural constraints, risks, and decision points.


• Identify and describe necessary organisational and ICT projects using established templates.


• Develop and maintain an integrated implementation roadmap and programme plan covering change management, communication, risk management, and planning.


• Advise on stakeholder engagement, change approach, and embedding new governance and architecture practices.


• Collaborate closely with department heads, enterprise architects, ICT project managers, and executive leadership.


• Report directly to the Administrator-General, with operational management by the head of the relevant department.


• Participate in formal validation moments at each project phase, ensuring alignment and prioritisation with the Executive Committee.

Technical Skills & Experience

• Minimum 10 years of demonstrable professional experience as an enterprise architect, business architect, ICT transformation architect, or equivalent role.


• Proven track record in at least three organisation-wide transformation or restructuring programmes in organisations with 1,000+ employees, including at least one with 2,000+ employees.


• Expertise in enterprise architecture, business architecture, target operating models, capability mapping, governance, and ICT roadmap translation.


• Advanced skills in conducting impact analyses across processes, information, applications, technology, and governance.


• Extensive experience supporting executive management teams on strategic organisational and ICT matters.


• Mastery of stakeholder management, consensus-building, workshop facilitation, and change management in complex environments.


• Strong technical knowledge to engage with enterprise, business, data, application, security, and infrastructure architects.


• Analytical and conceptual strength, autonomy, integrity, results orientation, and a pragmatic, implementation-focused approach.


• Confirmed proficiency with architecture frameworks (e.g., TOGAF or equivalent).


• Expertise in ICT governance and architecture governance.


• Expertise in target operating model and organisational design.


• Expertise in transformation and implementation roadmaps.


• Experience in the public sector, knowledge of pensions and Belgian social security, and certifications in enterprise architecture, change management, or project management are strong pluses.

Language Proficiency

• Professional proficiency in English is required.


• Knowledge of French and/or Dutch is a significant advantage.

Other Requirements

• Ability to work partially remotely; presence in Brussels required for key meetings and workshops.
