Job Description - NATOIS-0039 ICT Business Analyst (NS) - WED 22 Apr

Location: Brussels, BE

Full Time On-Site: Yes

Time On-Site: 100%

Total Scope of the request (hours): On the basis of 38 hours per week, a total of maximum 1300 hours is requested (until 31/12/2026).

Period of Performance: 2026 BASE: 25 May 2026 - 31 December 2026, with possibility to exercise the following options:

2027 Option: Jan – Dec 2027

2028 Option: Jan – Dec 2028

Required Security Clearance: NATO SECRET

Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO IS, Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

 

Profile Description Summary: Within Information and Communications Technology Management (ICTM), the Business Relationship Management (BRM) service analyses, validates and ensures that all incoming ICT needs are delivered according to Service Level Agreement (SLA) standards and/or project requirements, supporting the IS staff member throughout the delivery of their enhanced ICT experience.

The Business Analysis Unit within BRM analyses and describes business requirements for software solutions and business process re-engineering. In addition, it identifies potential technical solutions and business cases, facilitates business change and coordinates solutions’ user acceptance and training (as part of an ICT project).

The Business Analyst is responsible for the preparation of the business requirements and business case, supporting the procurement activities, as well as the follow-up of the project implementation and user acceptance testing activities coordination.

Division: International Staff (IS) – ICTM

Mission: The IS/ICTM, provides ICT support and services to the North Atlantic Council (NAC), its Committees, IS staff, and, when required, to Member and Partner Nation Delegations based in the HQ. The Office comprises of three pillars: Business Solution Management (BSM), the Digital Information Management Service (DIMS) and Business Relationship Management (BRM).

The Business Analysis Unit within BSM analyses and describes business requirements for software solutions and business process re-engineering. In addition, it identifies potential technical solutions and business cases, facilitates business change and coordinates solutions’ user acceptance and training (as part of an ICT project).

Vision: ICTM is a recognised and trusted Office for the implementation of ICT-related projects for the IS. PRINCE2 has been adopted as methodology. ICTM follows an approved project management process.

NATO POC for supervision and coordination purposes: BRM Team Lead Business Analysis

Background: The Business Analyst works with the business in order to understand business needs, mission, operating environment, stakeholders, organisation, rules and regulations. The Business Analyst facilitates the Business Processes Re-engineering (BPR) through the implementation of industry best practices. The Business Analyst provides expertise, and produces requirements for any new/change to technology applications; contributing to the development of a change management, training, and testing plan to facilitate the adoption of solutions and processes.

Objectives:

  • Developing of adequate analysis as required by the business or the project;
  • Recommending optimal solutions according desired scope, time and cost, though a Business Case.
  • Follow the existing and approved project management process.
  • Contribute and attend project board meetings, as needed;
  • Write reports on a regular basis.

Duties and Role:

  • Analyse business needs, map as-is and to-be processes, identify gaps and opportunities for improvement;
  • Recommend solutions to the customer though the development of a Business case;
  • Prepare business and functional requirements;
  • Ensure project implementation is according requirements, help technical analysts and development teams to understand and implement requirements;
  • Coordinate and facilitate user acceptance testing;
  • Work with budget and procurement officers accordingly;
  • Work closely with project manager and other project team members;

Location: The Service will be 100% (full time) at NATO Headquarters in Brussels. A limited amount of teleworking might be granted under special circumstances with the line manager permission.

Timelines: Period of performance for SOW will commence as soon as possible but not later than 25 May 2026 and continues until 31 December 2026.

A contract extension is possible for the following years:

Option 1 (2027): 01st January 2027 to 31st December 2027.

Option 2 (2028): 01st January 2028 to 31st December 2028.

The contractor will be required to work 100% on site NATO HQ, Brussels, Belgium

NATO HQ Recognized Business hours/Holidays: NATO HQ official holiday schedule applies and will be provided to the contractor.

NATO HQ Hours of Operations: Monday to Thursday 0830 – 1730 and Friday 0830 – 1530 (CET)

Travel: Occasional travel might be required/expected to other NATO entities. The amounts for travel and per-diem costs incurred by the Contractor’s personnel performing official missions to locations other than Brussels, if the work at such location was authorised by the NATO Service Manager and must be documented with the corresponding NATO Service Manager’s travel authorization and the travel tickets and receipts. Amounts will be reimbursed (outside of this contract) according to NATO Travel on Duty (TDY) cost limitation and standards.

Deliverables:

  • Delivery of expected project outcome as described in the agreed requirements;
  • Project documentation as mentioned in paragraph 4 above;
  • Budget forecast per project.

Security and Non-Disclosure Agreement:

The contracted individual must be in possession of an active and valid security clearance NATO SECRET. A signed Non-Disclosure Agreement will be required.

Contractor Furnished Services: Contractor shall furnish everything required to perform the contract except for the items specified and covered under NATO IS Furnished Property and Services below.

NATO IS Furnished Property and Services: Access to relevant networks and environments will be provided by NATO IS, including the end-user devices.

Constraints: All the documentation provided under this statement of work will be based on NATO IS templates or agreed with project point of contact. All scripts, documentation and required code will be stored under configuration management and/or in the provided NATO IS tools. All developed solutions, tools and code under this project will be property of the NATO IS.

Skill, Knowledge & Experience:

  • The contracted individual must be in possession of an active and valid security clearance NATO SECRET.
  • Possess a university degree in information systems, business administration, or a related field;
  • Minimum 5 years of experience in ICT business analysis functions;
  • Possess excellent written and oral communication skills;
  • Have a strong knowledge of business modeling and functional analysis methods (processes and information modeling, use case design, application flow charts, data flows diagram, etc.);
  • Have a good understanding of technology and be able to conduct technology watch activities;
  • Good understanding of business process methodologies and modeling notations (BABOK, BPMN);
  • Good understanding of project management methodologies and tools (PRINCE2);
  • Proven experience in organizing workshops and conducting meetings and presentations;
  • Excellent drafting and communication skills.
  • Desirable: experience of analysis and implementation of AI solutions.
  • Language requirements: Possess the following minimum levels of NATO’s official languages (English): V (“Advanced”)

Additionally, the contractor should:

  • Have experience in working in an international organization or environment.
