About the Role
We are looking for an experienced Offshore Permit Officer to support offshore energy projects and contribute to the development of a reliable, sustainable, and future-proof electricity transmission network.
In this role, you will oversee permits, authorisations, regulatory requirements, and environmental commitments for major offshore infrastructure projects, including MOG2 (Princess Elisabeth Island) and the Nautilus interconnector with the United Kingdom.
Acting as the link between the company's project teams, contractors, subcontractors, government authorities, and external stakeholders, you will ensure that offshore projects comply with applicable legislation and environmental requirements throughout their development and execution.
Key Responsibilities
Permitting and Regulatory Compliance: Manage the regulatory framework applicable to offshore and marine activities under Belgian and European legislation. Prepare, submit, and obtain the necessary permits and authorisations, including environmental permits, cable permits, and domain concessions.
Environmental Studies: Coordinate and supervise environmental studies conducted by independent consultants, including Environmental Impact Assessments (EIAs), and align their findings with the relevant authorities.
Cable Routing and Seabed Surveys: Oversee cable route studies and seabed investigations. Coordinate cross-border interfaces, including cable landing points and the use of other countries' territorial waters.
Permit Implementation and Compliance: Translate permit decisions and conditions into clear project requirements and responsibilities. Coordinate regulatory and administrative interfaces and monitor compliance throughout project execution.
Reporting and Incident Management: Prepare reports for the company’s internal committees and relevant authorities concerning permit compliance, potential infringements, permit amendments, and environmental incidents.
Stakeholder and Agreement Management: Negotiate and finalise crossing and proximity agreements with other operators active in the Belgian part of the North Sea.
Offshore Activity Coordination: Coordinate activities involving external parties, including unexploded ordnance (UXO) campaigns, sediment monitoring, and storage areas.
External Communications: Coordinate offshore project communications with the relevant communication teams, including communication materials and spokesperson responsibilities.
Nature-Inclusive Design: For MOG2 (Princess Elisabeth Island), manage the implementation of the Nature Inclusive Design plan, working with contractors, environmental experts, and authorities to integrate innovative measures that support marine biodiversity.
Environmental Monitoring and Restoration: Proactively represent the company as an offshore stakeholder and support government initiatives focused on marine monitoring and ecosystem restoration.
Regulatory Engagement: Represent the company in discussions with Belgian authorities and other stakeholders concerning marine spatial planning. Identify regulatory gaps affecting offshore operations and contribute to the development of potential improvements.
Working Groups and Knowledge Sharing: Represent the company in working groups focused on offshore activity coordination, regulatory developments, and the exchange of technical knowledge.
Requirements
Master's degree, preferably in an environmental, marine, offshore, or related discipline.
Strong knowledge and professional experience in environmental matters and regulatory requirements relevant to the offshore sector.
Experience with permitting, environmental assessments, marine infrastructure, or offshore energy projects is highly valued.
Excellent stakeholder management and communication skills, with a diplomatic approach and the ability to build strong professional relationships.
