The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
This document addresses some key management issues which will enable the bidders to understand the management of the Task Order that SHAPE is intended to issue as a result of this RFQ.
SHAPE is the Strategic Headquarters for Allied Command Operations (ACO). Financial Management Systems Office activities consist of the centralized management of the Financial Services (FinS) system, providing system access, acting as first line of support for any FinS issues.T his requirement is to provide non-personal services in support of the SHAPE Finance and Acquisition Directorate (FINAC), Financial Management Systems Office (FMS) as defined in this Statement of Work (SOW).
Under the direction of the Financial Controller (FINCON), the Financial Management Systems Office (FMS) is responsible for the management and coordination of user aspects of the centralized ACO ERP systems and integrates contributions from other organizations to operate the financial system as a single NATO-wide system. As per NATO Software Management Guidance, the FMS Office directs and oversees over user aspects of development, implementation, and user operation of ACO elements of the NATO Financial System (FinS).
The recent integration of Joint Force Command Norfolk (JFCNF), Joint Electronic Warfare Core Staff (JEWCS), Joint Support Enabling Command (JSEC) and the NATO Support and Trainingfor Ukraine (NSATU), that have completed on January 1, 2025, into the NATO Command Structure (NCS) under SHAPE, necessitates a similar integration of their financial activities in FinS. This can be achieved through specific activities that require technical consultancy support, provided exclusively by an experienced Oracle E-Business Suite analyst. These changes are in addition to the daily workload, which is impacted by the support required for the upgrade of FinS (LOGFS project- phase II will be delivered in May 2025) as well as the Modernization Project that occurs in 2025 for FINAC, necessitating dedicated staff to address post go-live issues of the 16 in total financial entities that the FMS Office supports.
