ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people.Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).The J2X Branch provides Security and Communication & Information Systems (CIS) Security governance and oversight of NCS elements, security awareness and training, security policy development, and advice on security policy implementation. In addition J2X executes CIS security accreditation on behalf of the ACO Security Accreditation Authority SACEUR. The third major activity of the branch is provisioning of CI, HUMINT, Identity

Intelligence (I2), Human Network Analysis and support to targeting (HNAT) and Biometrics policy, doctrine and advice.The Security Policy and Oversight Section represents the ACO security authority and provides security governance and oversight, security awareness and training, security policy development, and advice on security policy implementation.The incumbent's duties are:

1) To produce ACO Security Awareness policy.2) To be ACO COSMIC and ATOMAL Control Officer (CACO).3) To contribute to security training and education within ACO.4) To conduct security workshops ACO-wide.5) To contribute to security risk assessment within ACO. 6. To produce security

educational material.6) To ensure appropriate Security training is delivered to all personnel holding

security posts in ACO.7) To provide security advice and guidance to formations within ACO.8) To formulate procedures related to the ACO Security Policy.9) To supervise security violations and breaches within ACO.10) To maintain staff liaison with the NATO Office of Security.11) To be the fund manager assistant for the J2X Branch.

Special Requirements and Additional DutiesThe incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. This a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.The incumbent may be required to perform like duties, not specifically addressed in this job description, within the Division if required. The incumbent may be required to undertake deployments and/or other TDY assignments, within the full spectrum of divisional activities, both within and without NATO's boundaries.The risk of injury is categorised as No risk / risk might increase when deployed.Essential Qualificationsa. Professional/Experience

1) Minimum 2 year of experience in planning, monitoring and implementing information and physical security programmes in a government department, a higher military headquarters or organisation where the protection of people and information is a core business.

2) Possess experience in policy coordination and development, preferably in a government civilian or military security department of a NATO member Nation or organisation with similar security responsibilities.

3) Possess broad and technical knowledge of security measures to protect people, installations and information from threats such as terrorism, sabotage and espionage.

4) Possess sound knowledge and experience of security risk management.5) Possess sound knowledge of and experience in developing site security plans.6) Possess experience in conducting security inspections to ensure compliance to

security requirements.

b. Education/TrainingUniversity Degree in a related discipline and 2 years function-related experience, or a Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.c. LanguageEnglish - SLP 3333 - (Listening, Speaking, Reading and Writing)Desirable Qualificationsa. Professional Experience

1) Experience in managing investigations.2) Security training and experience at MOD or major headquarters or establishments.3) Extensive background in military security work covering all aspects of physical,

documentary, and personnel security both at home and in an operational environment.

b. Education/Training

1) NATO CJ2X COURSE (NS) provided by NATO - School Oberammergau (NSO) or equivalent.

2) NATO Security Course provided by NATO - School Oberammergau (NSO) or equivalent.

3) NATO Staff Officer Orientation Course provided by NATO - School Oberammergau (NSO) or equivalent.

4) NATO Force Protection Course provided by NATO - School Oberammergau (NSO) or equivalent.

5) NATO Defence against Terrorism Course provided by NATO - School Oberammergau (NSO) or equivalent.

• Personal Attributes: The incumbent must have the outstanding task management and communication skills, required to lead the ACO Security awareness programme. He/she must be innovative and possess the intellectual ability to create, advertise and instruct Security awareness programmes, that not only met NATO security policy requirements but are pragmatic and implementable at the lowest command levels.• Professional Contacts: The incumbent maintains regular contact with staffs from NATO HQ, SHAPE and its subordinate formations and senior security staffs in NATO nations and International Organisations. Contacts are frequent at the OF5/A5 level and the incumbent is personally required to conduct briefings to collective audiences on the Security policy and regulations. In the course of undertaking security inspections, the incumbent must be able to interview security professionals and be prepared to provide briefings to officers up to, and including OF-7/A7 in rank.• Contribution to Objectives: In terms of ensuring the continued effective instigation of all aspects of security in ACO, the incumbent is central to achieving this objective. The ACO Security awareness programme will become a keystone in maintaining effective security procedures within ACO. The incumbent will lead the new requirement for Security awareness across ACO. The incumbent will achieve this by focusing on the traditional

security aspects of document, physical and personnel in the ACO security awareness programmeREMARKS:Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).
