Senior Project Manager Public Sector Digitalisation

We are currently looking for an experienced Senior Project Manager to lead medium- to large-scale digitalisation projects for public sector clients. You will own end-to-end delivery, manage complex stakeholder environments, and contribute to business growth through client relationship development and presales activities.

Key Responsibilities

Project Delivery

• Lead full lifecycle delivery of digital/IT transformation projects (€500K–€10M+)
• Manage scope, budget, timeline, quality, risks, and resources
• Apply methodologies such as PRINCE2, PMP, Agile/Scrum, or SAFe
• Coordinate cross-functional teams and vendors
• Report to executive stakeholders and lead governance bodies

Stakeholder & Governance Management

• Build and manage relationships with senior client stakeholders
• Navigate complex public sector governance structures
• Handle escalations, risks, and contract compliance

Sales & Account Development

• Identify and develop new business opportunities
• Contribute to public tenders, proposals, and negotiations
• Support account growth and pipeline forecasting

Risk, Change & Quality

• Manage risks, change requests, and quality standards
• Ensure compliance with public procurement regulations

Leadership & Knowledge Sharing

• Coach and develop team members
• Contribute to internal best practices and thought leadership

Experience & Skills

• 8+ years in project management (5+ in public sector digitalisation)
• Proven delivery of €1M+ projects and teams of 10+
• Strong knowledge of Belgian public sector (federal/regional)
• Certified in PRINCE2 and/or PMP; Agile experience preferred
• Experience with public tenders and procurement law
• Financial/project P&L management skills
• Languages Dutch and/or French (professional level), English (working proficiency)
• Client-focused and results-driven
• Strong leadership and stakeholder management
• Excellent communication and negotiation skills
• Structured, proactive, and solution-oriented
