Job Description - NATOIS- Consultant Architect

Deadline Date: Friday 31 May 2024 Requirement: Consultant Architect Location: Brussels, BELGIUM Full Time On-Site: Yes Time On-Site: 100% Not to Exceed Rate: 79 EUR Total Scope of the request (hours): 836 Required Start Date: No Later Than 15 July 2024 End Contract Date: 31 December 2024 Required Security Clearance: NATO SECRET We Are Looking For An Experienced Architect To Support The Workspace Solutions & Project Management And NATO 2030 Teams, Within The Executive Management / HQ Support & Transformation / Infrastructure & Facilities Management. Their Efforts Will Focus On

  • the collection of project requirements from customers;
  • the design of architectural and space allocation solutions, in close collaboration with in-house and external experts, and including the drafting of feasibility surveys, cost estimates;
  • the development of technical specifications for tendering and bid evaluation in the domains of building construction, refurbishment and renovation;
  • all activities linked to project implementation phase (planning, coordination, quality control, provisional reception, etc.);
  • any other duty required to manage architectural projects.
Mission: The role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions. Objectives The incumbent will provide architectural and project management services on various building projects (adaptation, renovation, construction), in the HQ buildings occupied by NATO in Brussels. HQ facilities are not limited to standard office spaces. They include sports, media, catering, retails and conference facilities, as well as specific security facilities and systems. The scope of the activities of the incumbent will therefore not be limited to office space projects, and may cover the various domains listed above.
  • The Service will take place 100% at NATO Headquarters in Brussels.
  • A limited amount of teleworking might be granted under special circumstances.
  • Full or part time, based on candidate availability and price - to be discussed with hiring manager.
  • No travel required.
  • The contracted individual must be in possession of a security clearance of NATO Secret.
  • A signed Non-Disclosure Agreement will be required.
Scope of Work:
  • Collection of requirements, feasibility studies and cost estimates;
  • Management of participation to all project meetings (customers, inhouse and external technicians, contractors, NATO stakeholders, etc.);
  • Provision of design consultations, e.g. choice of suitable building solutions and materials, development of architectural plans, and ensuring projects meet local code compliance;
  • Project management from conception to completion, including site surveys, client meetings, coordination between internal teams and contractors, overseeing the works;
  • Drafting of technical specifications for calls for bids;
  • Validation of technical documentation of suppliers and technical evaluation of the bid selection process;
  • Any other duty required to manage architectural projects.
Duties and Role: All Documentation And Activities Linked To The Scope Of Work And The Domains Of Activities Described Above. Including, But Not Limited To
  • Project briefs, memos, communications with stakeholders, meeting reports;
  • Architectural designs, from drafts to technical details, including presentations and visuals, in coordination with CAD/BIM team;
  • Specifications for calls for bids and bid evaluation in the domains of building construction, refurbishment and renovation as required by NATO supervisor;
  • Project-related deliverables including feasibility studies, cost estimates, project management documents, conceptual, design, implementation and as-built plans as required by NATO supervisor.
Location: The Service will be 100% at NATO Headquarters in Brussels. Due to the nature of the service, there will be flexibility for part-time teleworking. Travel: None to minimal travel requirements Requirements Skill, Knowledge & Experience:
  • The candidate must have a currently active NATO SECRET security clearance
  • Bachelor’s degree in Architecture
  • Minimum of 5 years of experience in managing construction projects and space management
  • projects. Project references are required. Experience in the design of office or commercial interiors and/or sport areas is desirable.
  • Minimum 3 years of experience in drafting of technical specifications for calls for bids and bid evaluation in the domains of building construction, refurbishment and renovation.
  • Advanced knowledge of building, design and facility management related software packages, in particular AutoCAD. Intermediate knowledge of graphic design software, in particular Adobe is desirable. Knowledge of BIM is an asset.
  • Good understanding of project management methodologies and tools.
  • Good understanding of Belgian building codes and regulations, or equivalent, including fire, health and safety domains
  • Possess the following minimum levels of one of the NATO’s official languages: IV (“Upper Intermediate”) in English or French; working knowledge of the other language (English or French) is highly desirable.
  • Excellent drafting skills.
  • Well-organised and collaborative, with client service approach.
  • Preferably full-time availability.
