JOB SUMMARY: Maintain high technical, operational, and safety standards for the vessels in order to meet reliability and safety benchmarks (KPI’s) as defined by Excelerate Technical Management (ETM).
ESSENTIAL DUTIES AND RESPONSIBILITIES: include but are not limited to the following activities:
HSSEQ
- Adhere to all ETM, HSEQ policies, procedures, instructions and controls so that ETM provides a safe, world class, secure and environmentally responsible service to customers, the public and its own personnel.
- Manage and oversee all vessel and machinery system based activities directly related to the management and safe operation of all assigned vessels.
- Prepare and conduct periodic safety and technical audits, vetting of vessels as well as tracking and reporting status of incident investigations. Also, prepare system for incident response contingency plans as part of the risk management exercise.
- Render timely technical and marine engineering advise as well assist in shipping operations order to ensure reliable, safe and cost-efficient operations.
COMPLIANCE AND PERFORMANCE OF ASSETS
- Ensure assigned vessels are managed and operated in accordance with ETM policies and procedures, industry standards, and Flag State and Classification requirements, in order to ensure maximum operational readiness and safe operations
- Strive to achieve industry-wide best standards for vessel operations, dry docking, repairs and performance by application of statistical analysis on repair periods, frequency of repairs, and timing of repairs. As well as preparation of the database, containing details of fuel consumption, equipment failure and spare parts. Also, schedule periodic ship visits and inspections in order to track achievement against best standards.
- Ensure a ship visit report is completed, for each ship visit. Circulate this report to the required parties within 3 days +/- of the conclusion of each ship visit. Properly archive the report for audit and follow-up purposes.
- Ensure any system failures, non-conformities or deficiencies that may prevent the assigned vessel delivering performance as per charter party or contractual commitments are reported to the Fleet Technical Manager and timely corrective actions are planned and implemented.
- Monitor the system of planned maintenance while ensuring that the same is maintained, up-to-date and compliant with regulatory, company and industry (TMSA) requirements.
- Assist in the technical and feasibility analysis pertaining to new or replaced vessels equipment.
- Contribute and promote Continuous Improvement and reduction of complexity reviews in all marine related process and procedures.
- Ensure that all annual plans (maintenance and operations) are managed in accordance with agreed budgets and financial approvals.
- Ensures that vessels are ready and prepared at all times for SIRE inspections and any other third party audits or inspections, including port state control, and also at all times vessels are in acceptable condition for our customers commercial business.
- Deliver technical and engineering operational assurance to ETM for assigned vessels consistent with shipping assurance standards and commitments including diligence of fleet sparing and inventory control.
- Assists in compilation and documentation of any Insurance Claims or other claims.
- Assists as needed with technical preparation of any periodic management reports.
BUDGETS AND PERSONNEL
- With vessel personnel, prepare budget for vessels, track variances with actual costs as well as take steps to control those variances.
- Manage performance, advise senior officers and assist in completion of the annual appraisals of senior ship staff.
- Closely liaise with Fleet Operations personnel on manning, training, personnel issues along with marine and cargo performance and maintenance, delivering feedback on assigned vessels meeting KPI requirements and deliverables.
OPERATIONS
- Ensure maximum availability of assigned vessels for commercial trading and use by minimizing down time with effective planning in consultation with all stakeholders.
- Ensure timely approvals, reviews, responses and archiving of all Task Risk Assessments (TRA), relevant Management of Change (MOC) processes and crewing issues.
- Resolve all technical issues and propose solutions and recommendations for the same. Explore any improvement or modification required in vessels while also tracking their status for approval, implementation and vessel plans modification and recording. Interface with EELP Technical Group.
- Participate, as required, with procurement section in tender evaluation and preparation for sourcing of equipment, spare parts and support services. Provide timely feedback in order to improve systems.
- Provide justification and clearance for contractors and service provider’s invoices against materials supplied and/or services provided to covered vessels.
- Performs duties and responsibilities under the guidance of Company Incident Commander as stipulated in the Emergency Response Plan. Render assistance In Emergency Response and support in event of incidents and/or emergencies to the vessel or company as needed.
- Assist as required with dry docking arrangements, specifications and documentations prior to and post for each dry-docking of covered vessels.
- Attend and monitor the dry-docking to ensure safety, efficiency, accuracy, quality and time schedule of all repair work and maintenance.
- Monitor personally all details of dry-docking and major planned repairs and ensure that these are in accordance with the CMMS and SMS of the company
- As needed participate in price negotiations and in post dry-dock review meetings.
- Carry out any other duties as directed by the immediate supervisor.
- Position requires ability to be “on call” including nights and weekends.
- Willingness to travel to vessels, facilities, company offices with travel 50-75% of time.
