Project Overview
The Forest Resources Inventory Information Management Solution (FRI IMS) facilitates the acquisition, processing, interpretation, management, and sharing of large volumes of data. This includes inter\-related high\-resolution digital aerial imagery, digital elevation data, field\-sampled data, geographic information, and supplementary forest information from various sources.
The FRI IMS Enhancement Project aims to improve functionality, usability, and performance of FRI IMS through:
- A centralised data storage system based on Databricks Data Lake and Azure Storage Account.
- Data exchange channels via a public\-facing web application and a mobile field app.
- A data processing and data scientist platform for acquisition, processing, and analysis using Databricks on Azure Cloud.
Responsibilities
- Analyse government information relevant to business architecture; consult with government contacts and conduct focus group workshops.
- Develop and maintain enterprise business capabilities aligned with corporate strategy; contribute to business strategy and plans.
- Develop/revise business architecture artefacts as part of the Enterprise Information Architecture (EIA) Federated Framework, ensuring vertical integration.
- Model business at enterprise and/or core business levels.
Additional Responsibilities
- Design capability models and related architectural solutions for business tasks.
- Map capability functionality to internal and external resources.
- Develop business transformation plans jointly with senior business management.
- Handle business solutions for delivery and operational functions.
- Develop and maintain architectural governance and controls over implementation.
- Contribute to enterprise blueprints for alignment of strategic objectives with tactical demands.
Project Team Composition:
You will work as the Sr. IT Business Architect (Lead) alongside project leads, product managers, solution designers, service designers, QA testers, business analysts, subject matter experts, and other team members. Engagements will involve collaboration with the LRC Enterprise Architecture team and the Corporate Enterprise Architecture Review Board.
Evaluation Criteria
Must\-Haves
- Experience developing business architectures using Ontario Government Enterprise Architecture methodologies and GO\-ITS.
- Development of Program Area(s) Business Architecture and corresponding Business Architecture Documentation (BAD) per OPS standards and best practices.
- Alignment of BAD with Solution Requirements Document (SRD) and Information Architecture Document (IAD), ensuring vertical integration.
Enterprise Architecture Engagement Leadership (40%)
- Minimum 10 years of IT experience, with at least 5 years in Business Architecture on large, complex projects.
- Strong communication, concept visualisation, facilitation, stakeholder management, negotiation, consensus building, and problem\-solving skills.
- Experience collaborating with executives and senior management.
- Successful completion of Business and Information Architectures at enterprise/core business levels for governments or large organisations.
- Proven contribution to transformation of programme delivery using Business Architecture practices.
- Ability to work across multiple projects and portfolios.
- Leadership in guiding project teams through enterprise engagement processes.
Enterprise Architecture Checkpoint Documentation (30%)
- Ability to design optimised future versions of business areas.
- Expertise in horizontal business integration (identifying common elements and delineation points).
- Knowledge of Government of Ontario IT Standards (GO\-ITS) for Architecture.
- Proficiency in services modelling, business function modelling, BPMN, value chain analysis, KPIs, and strategic alignment.
- Ability to create Business Architectures that inform and support business/system requirements.
- Governance and control over Business and Information Architecture.
- Alignment of Business Architecture with Service Design practices.
- Capability to model functional and contractual accountabilities.
Desirable Skills (30%)
- Knowledge of Zachman Framework.
- Experience in Information and Application Architecture domains.
- Familiarity with OPS Enterprise Architecture governance process, especially AGP1.
- Understanding of Privacy, Records Keeping, and AODA standards.
- Ability to design architectures leveraging cutting\-edge technologies.
- Data modelling and development of Data Architecture and Information Architecture artefacts.
- Knowledge of Information Management, Data Governance, and Master Data Management.
- Experience with ideation, requirements analysis, and test strategy planning.
- Ability to integrate stand\-alone Business and Information Architectures.
- Familiarity with SAFe methodology and Ontario Digital Serviceâs Service Design principles.
- Proficiency with EA modelling tools (PowerDesigner, Sparx EA, Orbus).
- Ability to advise teams on procurement\-related documentation and evaluation.
