Position Status: 1 Full-Time Temporary (up to 12 months)
Reporting to the By-law Enforcement Supervisor, this position will be responsible for the safety and protection to the general public in the City of Kenora by way of education and enforcement of Municipal By-Laws and specific Provincial Statutes. This will include but is not limited to the enforcement of parking, animal control, property standards and yard maintenance, noise, feeding of wildlife, illegal dumping, signage, licenses/permits and zoning. The individual will demonstrate initiative on a daily basis, understand the role they play within the community, and have excellent customer service skills. It is imperative that these services be provided in an effective and efficient manner.
Qualifications:
Must have Grade 12 diploma or equivalent.
Completion of a Municipal Law Enforcement course or diploma in Law and Security or other related field of study.
Must possess or be willing to obtain certification as a Municipal law Enforcement Officer (or equivalent)
Must possess a valid ‘G’ Class Ontario Driver’s License. Must provide a clean driving record at time of application.
Must successfully complete the Ontario Association of Property Standards Officer (OAPSO) certification program leading to the Certified Property Standards Officer (CPSO) designation.
Thorough working knowledge of applicable Provincial legislation, Acts, and applicable Municipal By-laws, and enforcement procedures.
One (1) year experience in handling animals and maintaining an animal shelter, would be considered an asset.
Thorough working knowledge of Microsoft Windows and Office applications
Excellent organizational, interpersonal and communications skills with a proven focus on service delivery.
Demonstrated experience and working knowledge of the Ontario Occupational Health & Safety Act and Regulations specifically concerning the requirements for job hazard analysis and the development of and training on safe work procedures.
Must be physically fit and able to lift 50lbs. frequently and occasionally up to 100lbs.
Ability to walk for extended periods of time and willingness to work in varying climate conditions.
Ability to get along well with others including supervisors, coworkers, members of the public and other partners in service.
Responsibilities:
Ensures compliance with municipal by-laws,
Responds to inquiries about municipal by-laws, logs reported complaints into issue tracking system
Conducts and/or assists with investigations, issues and serves notices and orders, conducts follow up inspections to ensure compliance
Commences prosecutions of offenders when appropriate, issues provincial offence notices and summonses; Testifies as a witness in court
Performs a variety of animal control functions, including but not limited to; apprehension, capturing and control, investigation into reports of vicious animals, transportation of animals, maintenance of shelter facility and animals within, dealing with deceased, dangerous or diseased animals, etc.
Maintains confidentiality of all actions, records and discussions undertaken during the carrying out of the duties
Other duties as required.
