Who We Are

The College of Complementary Health Professionals of BC (CCHPBC, or the College) is located on the traditional, ancestral, and unceded lands of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations. The College regulates over 12,000 health professionals, including chiropractors, massage therapists, naturopathic physicians, traditional Chinese medicine practitioners, and acupuncturists across British Columbia.

Formed on June 28, 2024, through the amalgamation of four provincial health profession regulators, the College was established as part of the Ministry of Health’s initiative to modernize the health profession regulatory framework in B.C. Its primary role is to protect public health and safety by licensing and regulating health professionals and the settings in which they practice. This includes ensuring that every health professional within its purview is fully qualified to provide safe and ethical care.

About This Employment Opportunity

The College is seeking a strategic, collaborative, and experienced regulatory leader to take on the temporary role of Director, Licensure. Reporting to the Chief Regulatory Officer (CRO), the Director, Licensure provides leadership and oversight for all aspects of the College’s licensure program, including applications, renewals, examinations, and education program review.

Working closely with the CRO and regulatory leadership team, the Director, Licensure ensures the effective development, implementation, and evaluation of licensure strategies, policies, systems, and service standards. This role plays a critical part in advancing the College’s public protection mandate by delivering respectful, fair, efficient, and transparent licensure services in accordance with legislation, bylaws, and regulatory best practices.

The Director, Licensure collaborates extensively with internal teams and external partners, including other regulators, educational institutions, licensees, applicants, the public, and the Ministry of Advanced Education. A strong commitment to equity, anti-discrimination, and Indigenous-specific anti-racism is essential to success in this role.

Duties and Responsibilities (include but are not limited to)

• In consultation with the Chief Regulatory Officer, directs the operational plans for the College’s licensure program and contributes to fulfilment of the College’s strategic plan as it relates to the licensure program. Ensures effective development, implementation and evaluation of licensure program strategy and objectives.


• Responsible for overseeing all aspects of licensure, including applications, renewal, education program review and examinations, in accordance with College policies and relevant legislation including the Health Professions Act/Health Professions and Occupations Act, associated regulations and bylaws, labour mobility agreements and/or legislation, the Declaration on the Rights of Indigenous Peoples Act (DRIPA), and the Freedom of Information and Protection of Privacy Act.


• Oversees the development of application and licensure processes and ensures documentation of standard operating procedures, workflows, and processes. Ensures the development, implementation and evaluation of licensure systems, programs and policies incorporates continuous improvement strategies.


• Responsible for overseeing maintenance of the information in the College’s License Verification is accurate, up-to-date and complete.


• Provides direction and guidance to the Licensure Manager(s) and staff to achieve program goals and objectives.


• Aligns staff with the operational directions, mandate and regulatory philosophy of the College.


• Ensures licensure service standards are set, implemented and monitored, aligned with CCHPBC’s regulatory philosophy and ensuring fairness and efficiency.


• Advances anti-discrimination policies and processes in the licensure program.


• Oversees training, staff support and recommendations to the License and Permit Committees and profession-specific panels.


• Develop proposals for amendments to the Bylaws related to licensure, education program review and examinations.


• Collaborates with the Manager, Finance, to ensure the College’s budget estimates meet the needs of the College’s licensure functions. Ensures appropriate allocation of resources within Licensure.


• In collaboration with the Communications department, ensures applicants and licensees receive clear and accurate information regarding licensure requirements and processes.


• Works collaboratively with internal and external partners and contributes to national initiatives to create aligned and consistent licensing standards and policies.


• Supervises the Manager(s), Licensure, including by monitoring and evaluating their ongoing performance and recruiting/training as needed, as well as the team’s performance.

• Other duties as assigned by the Chief Regulatory Officer.

Qualifications and Skills

• Master’s degree in business administration, leadership, or a health related discipline. Registration or education in a health profession is an asset.


• At least 5 years of progressively responsible experience in a senior leadership role in regulation or a similar health-related field with demonstrated ability to effectively lead teams.


• Extensive working knowledge of the health care system and regulated professions is essential.


• Demonstrated commitment to anti-discrimination and Indigenous-specific anti-racism in the healthcare system.

• System and innovative thinker, with demonstrated analytical and problem-solving skills with a global perspective. Expertise in change management an asset.


• Demonstrated leadership ability and excellent interpersonal skills. Strong presentation and facilitation skills.


• Proven experience overseeing multiple simultaneous projects.


• Politically astute and culturally sensitive. Ability to manage sensitive situations with discretion. Able to deal with people and to represent the organization professionally at all times.


• Experience with developing metrics and KPIs an asset.


• Ability to establish and maintain strong working relationships with a variety of internal and external interested parties.


• Collaborative spirit with a passion for fostering regulatory excellence.

An individual who meets either the established formal qualification or the accepted equivalency can be considered equally for this role. 

Compensation and Perks

The compensation for this position ranges from $131,193 to $153,000 annually, based on a 37.5-hour work week. The starting salary will be determined by factors such as the candidate’s job-related knowledge, skills, experience, the salaries of peers within the same range, market conditions, and other relevant considerations.  Please note, this position will be an in-office position and will be working from the CCHPBC office a minimum of three – four days per week.

Preference will be given to candidates residing in the Lower Mainland for this position. Please note that this position is only open to candidates authorized to work in Canada, and relocation assistance will not be provided.
