PURPOSE OF POSITION
Under the general direction of the Director of Finance, the Accounting Manager performs a wide range of advanced accounting functions, financial and administrative support services, and is responsible for managing and directing employees working in the Finance Department with respect to the delivery of revenue collection and accounting services provided by the Department. The Finance Department endorses the Lean philosophy and requires all positions to incorporate and promote the process within their functions and duties. MANDATORY EDUCATION & EXPERIENCE

  • Grade 12, G.E.D., or Mature High School Diploma;
  • CPA (Certified Professional Accountant) designation, or equivalent;

PREFERRED EDUCATION & EXPERIENCE

  • CMMA (Certified Manitoba Municipal Administrator)
  • Minimum of three (3) years experience in a progressive leadership position (preferred)
  • Minimum of five (5) years experience in the Department or similar operations (preferred)
  • Experience working with collective agreements or corporate policies is an asset
  • Municipal accounting experience is an asset

  • Demonstrated leadership including establishing focus, providing motivational support, fostering teamwork and empowering others
  • Demonstrated effective oral and written communication with the general public, other employees, City Council, and external organizations, agencies, and regulatory bodies
  • Demonstrated success in securing commitment and support for Department functions
  • Proficient use of computer equipment, operating systems, spread sheets, word processing and database software

KNOWLEDGE

  • Working knowledge of legislation, regulations, policy, etc. relevant to Department including the Municipal Act, Public Sector Accounting Policies and the Municipal Assessment Act
  • Knowledge of City protocol used to manage situations effectively in all areas of the organization and in the community
  • Practical knowledge of the principles and practices of planning and management as related to the Department

  • Ability to apply various management concepts and practices to effectively plan, organize and direct the activities of the Department
  • Ability to develop people to achieve a shared vision and implement strategies
  • Ability to build and foster a team environment with a high level of integrity and collaboration

  • Ability to resolve issues in a timely manner
  • Ability to analyze and document areas where alterations to existing systems or procedures may be beneficial
