Role Responsibilities

The JET Legislative Services team provides legislative services to both Jobs, Economy and Trade (JET) and Immigration and Innovation (IM). The Manager, Legislative Services in JET is responsible for providing legislative planning, development and project management services to the Minister and Ministry of JET and IM. The Manager, Legislative Services provides legislative services to labour, workplace, jobs, immigration, multiculturalism, economy and trade files. The Manager ensures the delivery of high-quality legislative services within government policies and procedures, decision making and legislative processes, and provincial legislative drafting standards and practices, in line with the department's strategic priorities and goals. Legislative development activities may include oversight, design, development, advice, research, analysis, identifying issues and solutions, developing legislative documents, and the overall management of legislative development projects and processes. The role has a strong focus on legislative and legal instrument development, project management, process development, supporting the development of the department's policy and legislative analysis, and leading staff in a fast paced and complex environment. Responsibilities Include:

  • Manage the JET and IM's legislative planning, review and development processes.
  • Provide strategic advice regarding legislative and related matters.
  • Assist in the implementation of strategies to enhance capacity for legislative excellence within JET and IM.
  • Assess and coordinate Ministry legislation to review and mitigate risk.
  • Guide and foster the coordination of legislation across the Ministry in alignment with Ministry and GOA goals, priorities and mandates.
  • Coordinate or draft responses for requests related to other ministries' legislative planning initiatives, ensuring that the Ministry's position is clearly stated, and its interests clearly reflected.
  • Liaise with other ministries and governments to represent the Ministry’s position on emerging legislative issues or initiatives.
  • Coordinate response and provide legislative support for any private bills affecting the Ministry, ensuring that the Ministry's position is clearly stated, and its interests clearly presented to Parliamentary Counsel.
  • Coordinate the process for the designation of entities as public bodies under the Lobbyists Act, Freedom of Information and Protection of Privacy Act (FOIP Act).
  • Lead and manage the Legislative Analyst positions.

Qualifications

Bachelor’s degree in Education, Public Policy, Public Administration, Social Science, Law or in a field related to the position assignment, supplemented by four (4) years related experience. Related experience or education may be considered as an equivalency on a one for one basis. The position requires the following experience and technical competencies:

  • Thorough knowledge of and experience with GOA's legislative process.
  • Experience with legislative and regulatory planning, development and drafting.
  • Strategic thinking and planning skills, and interpersonal skills.
  • Strong leadership skills for the development of consensual resolutions and legislative project management.
  • Strong writing and verbal communication skills.

Notes

This is a full-time permanent position working 36.25 hours per week, Monday to Friday. Work location - Commerce Place Building, Edmonton. Final candidates will be required to undergo a security screening.
