Ministry of Energy and Minerals The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resource systems.

The Energy Policy division is responsible for energy, mines, and minerals policy development and program design as well as energy economics and analysis. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.

The Proceedings Management Branch (PMB) strategically manages matters before the courts and tribunals, including responses to and resolution of matters brought against the department. PMB works closely with legal counsel and subject areas in the department to ensure the Minister’s positions before adjudicators are consistent with law and government objectives in the public interest. The branch is responsible for timely production of evidence before courts and tribunals and within mandatory deadlines.The Branch of Proceedings Management.

The Judicial Reviews Unit undertakes research and analysis, works with legal counsel in responding to requests for judicial review of department decisions, and supports the department's statutory decision-makers in achieving consistent, fair, and effective administration of Energy and Minerals' areas of responsibility.

Role Responsibilities

Reporting to Director Claims, the Manager Trade Panels will provide management and leadership support to the Energy and Minerals Proceedings Management Branch, under the accountabilities of the Director, Claims. Your responsibilities will include:

  • Develop and deliver briefings to leadership with clear, simple advice and recommendations despite highly complex and large background files and fact scenarios and instruction and support to Legal Services.
  • Using a risk management approach, provide litigation and settlement strategies for Energy and Minerals Claims and trade disputes, while working closely with Legal Services and with other ministries on Claims and trade dispute related issues.
  • Influence without authority in working with program areas to attain subject matter advice, records, and collaboration across Divisions, Departments, and agencies and provide strategic policy and legal advice and support on trade disputes, and working with the government of Canada and other orders of government on trade dispute issues. Will undertake examination and drafting of pleadings in cooperation with legal counsel.
  • Develop approaches to create business strategies and outcomes within the Division and providing effective change management strategies resulting in the successful implementation of innovative solutions.
  • Provide leadership to managers, professional staff and administrative staff within the Division. Acting as an advisor, mentor and coach and promote leadership development and knowledge transfer.
  • Manage significant fiscal and human resources to ensure the effective use of resources in meeting objectives.

Qualifications

Minimum University graduation in a related degree supplemented by four years progressively responsible related experience. Equivalencies may be considered. Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


The following will be considered assets:

  • Demonstrated Knowledge of Alberta's resources policy frameworks, the dispute process and understanding of legal processes.
  • Demonstrated understanding of the role of First Nations, Metis Settlements and other Metis communities in non-renewable resources development.
  • Excellent project management skills
  • Strategic thinking, critical thinking and strong judgement skills
  • Supervision and leadership experience.
