The Ministry of Municipal Affairs supports municipalities in providing well-managed, fiscally responsible, and accountable local government to Albertans. This includes administering municipal grant programs; delivering advisory and capacity-building supports; providing municipal services and managing public lands in the province’s three Special Areas; and overseeing the safety codes system in the province. Role Responsibilities

Reports to the Manager, Program Operations for the Residential Protection Program (RPP). The Program Officer is responsible for evaluating applications and assessing eligibility against established program standards. The Program Officer reviews builder licence, rental use designation, property registration, owner builder authorizations, and New Home Buyer Protection Act (NHBPA) applications submitted to RPP. This position identifies gaps and deficiencies within the application requirements and works with applicants to ensure compliance and alignment to the current legislation and policies have been met and that registry data is accurate and complete.

The Program Officer is also responsible for responding to inquiries through the provision of front-line program information and guidance, along with making initial review and triage of formal complaints about builders, home construction, warranty providers, and other stakeholders. This position has primary interaction with homeowners, builders, warranty providers, administration and permit office staff in municipalities and agencies, real estate professionals and is responsible for communicating legislative and program requirements, and for providing advice and education to increase awareness.

This position works within the framework of the NHBPA, the RPP program policies and processes, and related legislation (e.g., Safety Codes Act, Consumer Protection Act, and Insurance Act) and other government policies and processes.

The Program Officer also participates in the development of program awareness materials to promote understanding of the NHBPA and promotes compliance with the NHBPA and related RPP policies and processes. The Program Officer refers any issues of potential non-alignment to a Program Analyst.

Requirements:
University graduation in a related field (Social Sciences, Arts, Public Administration, or Political Science)

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 years of education for 1 year of experience; or
  • 1 year of experience for 1 year education

Assets:

  • Strong focus on service delivery and customer service skills.
  • Strong writing and verbal communication skills.
  • Attention to detail to support the integrity and assurance of application assessments.
  • Direct experience in Residential Protection Program operational requirements including understanding of builder license, rental use designation, owner builder authorization, and Act applicability is preferred.
  • Direct working knowledge of the NHBPA and its regulations and understanding of their connection to related legislation (e.g., Safety Codes Act, Condominium Property Act, Consumer Protection Act and the Insurance Act and any related regulations).
  • Experience or understanding of any of Corporate Registries (CORES), Land Titles and Surveys (SPIN), Safety Codes Council Database (SCC) or MA Connect and the New Home Buyer Protection System

Hours of Work: Monday to Friday, 36.25 hours per week.
