The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resource systems.​

For more information on the work of our Ministry, please visit: The Strategy and Market Access Division is responsible for the department’s strategic direction with a focus on energy security and market access, climate policy, development of a lower carbon natural gas value chain and clean energy investment attraction. It is also responsible for the policy and legislative coordination process and agencies, boards, and commissions. The Market Access Branch supports the work of the Strategy and Market Access Division to ensure the division’s advocacy and engagement efforts are strategic in order to achieve the Government of Alberta’s objective to be recognized as one of the world’s most credible, responsible producers of energy in a decarbonizing world.

Role Responsibilities

Join our dynamic team and play a pivotal role in securing Alberta’s energy future! In this fast-paced position, you’ll help promote Alberta’s rich natural resources and responsible energy practices on a global stage. The Senior Analyst plays a critical role in supporting Alberta’s efforts to ensure the province’s long-term energy future. Through comprehensive jurisdictional scanning and broad capacity building, specifically within the United States – and other identified regions of focus – the Senior Analyst applies a strategic lens across the work of the department in order to assist the Government of Alberta in achieving its commodity-related objectives, including establishing itself as the number one choice for American foreign oil imports and further contributing as a critical component to achieving global and North American energy security. Through its work, the Senior Analyst provides strategic advice and recommendations for targeted Ministerial engagements, including missions, aimed at establishing the province as one of the world's most credible energy suppliers in a decarbonizing world. Reporting to a Manager and Director, the position supports the branch’s Executive Director and other managers/teams, as required. The position operates with a high-degree of independence with an ability to work through complex and ambiguous challenges where there are no “easy answers” and several scenarios must be taken into consideration and thoroughly researched before solutions and rationale are put forward to branch management and upwards. The Senior Analyst:

  • Working with applicable stakeholders, including the Alberta Washington Office, leads/supports the implementation/integration of a North American Energy Security Strategy;
  • Leads/supports advocacy and engagement strategies stemming from the North American Energy Security Strategy and the branch’s annual Strategic Engagement Plans;
  • Is responsible for liaising with appropriate internal and external stakeholders to become the branch’s “energy security” expert through the North American Energy security lens;
  • Project manages ministerial engagements, including Alberta’s delegation at major events, such as CERAWeek in Houston, Texas;
  • Builds his/her knowledge capacity in identified regions of the world through jurisdictional scanning, monitoring, tracking, intelligence gathering, and independent research;
  • Works to identify and recommend and develop strategic and targeted engagement opportunities;
  • Supports Alberta’s international offices (including Washington Seattle, Dallas and Chicago) advocacy and engagement initiatives;
  • Supports/enhances strategic work across the Strategy and Market Access Division as required; and
  • Supports the branch’s internal and external stakeholder management efforts.

Qualifications

Minimum university graduation in Public Administration, Public Policy, Business, Communications, Arts, Economics, Political Science, Law, and International Relations or in a related field plus 4 years of progressively responsible related experience of project management and program analysis and evaluation techniques.


Knowledge and Skills required:

  • Proven ability to prepare and implement strategies;
  • Excellent editing, writing and succinct writing skills;

Equivalencies may be considered. Directly related education or experience considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. For example, 2 years diploma and minimum of 6 years related experience. The following are considered assets for the position:

  • Specialized knowledge of Alberta’s Energy and Minerals and its industry; business goals and objectives and familiarity with government process and procedures;
  • Specialized knowledge and application of United States political and energy landscape;
  • Knowledge of the global energy landscape and a thorough understanding of current challenges and opportunities for Alberta;
  • Experience project-managing/leading major international engagements;
  • Advanced, creative problem-solving skills and critical thinking

36.25 hours per week (full time) Monday to Friday.
