Main Purpose & Function

The Civil Engineer I works within the Structures Section in the Streets Design Branch, which manages the City’s 46 bridges, 9 km of seawall, over 500 retaining walls, and other miscellaneous structures and plans their maintenance, repairs, and upgrades.

 

This position is responsible for the development, implementation and management of the City’s Bridge Strategy, a priority action item identified in the Streets Division’s Strategic Plan, and also reviews operational procedures, maintenance plans, assesses operational capabilities, resourcing needs, and coordinates the procurement and management of external resources to support the Strategy.

 

This position directly reports to the Senior Structural Engineer and works closely with all Engineers and support staff within the branch as well as Superintendents and other departments. The Civil Engineer I will also be in liaison with external organizations including the Ministry of Transportation and Infrastructure, Translink and other municipalities.

 

Specific Duties & Responsibilities

  • Development and management of the delivery of the Streets Division Bridge Strategy
  • Procurement and project management of contracted engineering, maintenance and construction services to support major and minor capital projects/initiatives, such as Cambie Seismic Upgrade, Granville Coating Renewal programs, Seawall Inspection Program, and many others
  • Asset management initiatives, such as structural inspection, rehabilitation prioritization & planning, and reporting for bridges, seawalls and retaining walls
  • Annual budget planning and capital planning, as well as budget tracking for individual projects and programs
  • Operations and maintenance improvement initiatives, such as creation of bridge-specific maintenance plans
  • Earthquake response (including training exercises, tool & document development), sea level rise and resilience planning initiatives
  • Transportation improvements (as part of Transportation 2040 Plan) where existing and/or contemplated bridge and seawall infrastructure is involved, such as Granville Bridge Connector or Dunsmuir Connector
  • Development and related processes through technical reviews of subdivision, rezoning, development, public art, and utility permit applications
  • Provides support in implementing program, quality management and other process and procedural initiatives within the branch
  • Procures, manages and oversees the work of professional services and other vendor contracts
  • Liaises with key City staff and external stakeholders throughout project/program delivery
  • Represents the Civil Engineer II and Section Head in their absence
  • Acts as the delegated field reviewer for the Engineer of Record to ensure construction activities are in general conformance with engineering designs
  • Applies EGBC seal as required
  • Other duties/responsibilities as assigned

 

Qualifications

Education and Experience:

  • Bachelor's degree in Engineering with a Professional Engineer designation and minimum of five years’ related experience in structural consulting, construction management, and/or structural inspection of bridges and other heavy civil infrastructure, or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia 

 

Knowledge, Skills and Abilities:

  • Working knowledge of bridge/structures inspection, maintenance, and lifecycle planning practices would be an asset.
  • Working knowledge of bridge service level maintenance contracts would be an asset.
  • Knowledge of Organizational Quality Management processes and frameworks 
  • Knowledge of project management methodologies, practices, processes and policies
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Demonstrated ability in construction and project management
  • Ability to exercise diplomacy and tact
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Demonstrated ability to independently solve problems and to work in a dynamic team environment with little supervision
  • Proficient in the use of software applications such as MS Office and Bluebeam
  • Demonstrated knowledge of EGBCs Organizational Quality Management processes

 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $92864 to $116070 per annum (PEng)/ Pay Grade RNG-060: $75410 to $94253 per annum (EIT)
