Main Purpose & Function

The Senior Pump Station Planning Engineer provides leadership and engineering expertise for developing long-term pump station system strategies and planning studies to accommodate growth, system improvements, asset renewal, and climate change adaptation. Other key functions include analyzing existing pump station and sewerage and drainage system infrastructure operation and performance, reviewing rezoning and development impacts, and managing staff including engineers and engineering assistants. This position also manages Professional Service Agreements with consultants to carry out professional services related to the technical function of this role.

The position reports to the Manager, Sewers & Drainage Design Branch, and supervises staff comprised of Engineers and Engineering Assistants. The position works closely with other Engineering branches such as Integrated Sewer and Drainage Planning, Healthy Waters Planning, Development Water Resources Management, and Sewer Operations. This position will also work closely with other City departments and the Vancouver Board of Parks and Recreation, and will also liaise with external stakeholders such as Metro Vancouver.

Specific Duties & Responsibilities

  • Analyzes existing pump station and sewerage and drainage system infrastructure operation and performance
  • Analyzes climate change impacts and develop adaptation strategies related to pump stations
  • Develops pump station system strategies and planning studies to accommodate growth, system improvements, asset renewal, and climate change adaptation
  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development
  • Manages budgets, including working closely with Engineering Finance on adjustments and annual reporting
  • Develops scopes of work, procure, and manage professional service agreements for system assessments, analysis, and planning studies for pump station and related sewer system infrastructure needs
  • Collaborates with other engineering branches, city departments, and external stakeholders on land use planning, development inquiries, capital and other planning processes, and the development of integrated sewer and drainage plans
  • Analyzes operational data and issues to identify system improvement opportunities
  • Responds to correspondence or inquiries from outside agencies, the public and other branches regarding pump station asset and operating data
  • Reviews design memos, design drawings and specifications, control narratives, operating parameters, and other relevant information for existing pump stations and proposed pump station/ sewerage projects
  • Prepares technical reports, presentations, letters and memos
  • Conducts or delegate inspections and liaise with Sewer Operations during pump station inspections
  • Contributes to rezoning and development application reviews and provide acceptance criteria with respect to pump station infrastructure
  • Reviews third party design and construction plan impacts to pump station and sewerage systems operation, maintenance, and functioning
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineer designation and minimum of six years’ related experience in pump station (or similar) infrastructure design, hydraulics, utility modelling, utility planning, project management or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia

Knowledge, Skills and Abilities:

  • Considerable knowledge of engineering principles, practices, methods and techniques related to pump station and other municipal infrastructure
  • Sound technical knowledge and understanding of hydrologic/hydraulic modelling tools and procedures, flow monitoring, and SCADA data analysis
  • Excellent understanding of the design and operation of municipal sewer systems including drainage, combined sewer, separated sewer, and pump station infrastructure
  • Sound knowledge of recruitment, selection, coaching, mentoring and performance management processes
  • Excellent interpersonal, communication and conflict resolution skills
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Ability to work under pressure handling multiple tasks with frequent interruptions and changing priorities within tight time frames
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Ability to write effectively, organize and maintain project documentation, prepare status reports and summaries.
  • Ability to analyze and solve problems and make decisions or recommendations based upon thorough analysis of facts.
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
  • Ability to research, analyze, estimate, and present recommendations for a variety of engineering projects.
  • Ability to manage change and assist others with adapting to change.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
