Job Description - Project Manager, Asset Management

  • Responsible for developing asset management plans, strategies, decision frameworks, business processes and tools that incorporate capital and operating budget development, prioritization, risk analysis, levels of service and life cycle costing.
  • Contribute to the development, implementation and review of asset management best practices.
  • Document current asset management processes, including gathering information and input from stakeholders.
  • Support the implementation of asset information management technology and data strategies.
  • Contribute to the refinement of existing and development of new asset management tools, approaches and concepts.
  • Develop and analyze asset data to support asset management planning.
  • Conduct detailed analysis and forecasting on infrastructure deterioration, risk, and levels of service. Conduct financial analysis that includes but is not limited to development of replacement and intervention costs, short- and long-range reinvestment forecasts, lifecycle analysis and economic analysis.
  • Development of tools and spreadsheet models for the simulation and analysis of complex condition and investment scenarios.
  • Must possess excellent interpersonal skills, with the ability to communicate effectively both verbally and in writing with a range of stakeholders on a variety of issues.
  • Advanced report writing capabilities, including technical reports, work plans, business cases and proposals.
Qualifications And Experience
  • Experience related to the duties listed above in a municipal or consulting setting, normally accompanied by a University Degree in Engineering, Commerce, Business, Economics or related field. Candidates with an equivalent combination of education and experience may be considered.
  • Certifications or diplomas in asset management and/or project management would be considered an asset.
  • Strong knowledge of infrastructure lifecycles, condition assessment, inspection, rehabilitation and reconstruction techniques for linear and vertical infrastructure networks (such as transportation, water and wastewater, fleet and facilities).
  • Knowledge of asset management best practices including the ISO 55000 series of standards, International Infrastructure Management Manual and others.
  • Knowledge of the Canadian Infrastructure Asset Management industry, including Ontario Regulation 588/17.
  • Knowledge of and relevant working experience with computerized maintenance/work order management systems, Geographic Information Systems and database application development.
  • Experience in public infrastructure asset management, including industry best practices and their strategic applications, asset management business principles, developing and maintaining infrastructure inventory databases, infrastructure condition assessments, lifecycle costing, risk assessment, infrastructure renewal costing and priority setting.
