Introduction

The Department of Economic Development, Investment, Trade and Natural Resources, Business Development Services is looking to fill the Director, Business Development Services.


Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Ability to travel throughout the province and out of province on occasion
  • Ability to be transported by plane, boat, ATV and walk on uneven terrain on occasion
  • Must possess and maintain a valid class 5 driver’s license

Qualifications:

Essential:

  • Bachelor degree (Master’s degree preferred) or equivalent in Business Administration or Economic Development or Public Administration, with significantly more complex experience in industrial development and investment attraction. An equivalent combination of education and extensive knowledge/experience in business development, strategic economic development planning and industrial prospecting may also be considered
  • Experience with the development and delivery of government policies and programs.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to resolve complex problems and issues, and successfully manage change.
  • Demonstrated experience in influencing policy and process changes with stakeholders without formal authority
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
  • Proven ability as a leader with a commitment to create, support and sustain a diverse work force and inclusive environment that enables staff to achieve results, learn and further develop skills on an ongoing basis
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. SWOT, Key Performance Indicators, KPIs)
  • Strong verbal and written communication skills with experience managing internal and external stakeholder and/or Indigenous community relationships
  • Direct the management of the human and financial resources of the branch to deliver on operational and strategic mandates, ensuring the appropriate allocation of resources to maximize efficiency
  • Financial acumen with experience in budgeting and financial management
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs


Desired:

  • Experience building relationships with Indigenous people and implementing the principles of reconciliation
  • Experience working in the mining, oil and gas sector

Duties:

As a member of the department’s senior management team, the Director is responsible to lead and manage the Business Development Services Unit, provide concierge services to prospective companies considering investment in Manitoba and to provide advice and support to the Assistant Deputy Minister, Deputy Minister and Minister.  The Business Development Services Unit’s mandate is to grow extraction and processing value, jobs and tax revenues for Manitoba through proactive industrial development promotion, Indigenous engagement and investment attraction for the mining, oil and gas sectors.
