The Opportunity
Reporting to the General Manager of Corporate Services the Manager of Information Services is responsible for managing the City’s Information Services functions including Information Technology (IT), GIS, and Records Management. This position oversees both long-term, large-scale projects and the daily operations of technology and data services functions. Focus will be on strategic planning, providing project management, business analysis, and business relationship management for the City and within the IS Department. Responsibilities
  • Lead development and implementation of a 4-year Information Services Department Plan.
  • Develop operational plans and budgets which incorporate goals and objectives that work towards achieving the strategic direction of the City and aligns with the City’s Corporate Business Plan.
  • Maintain the IS Department’s Programs and Service Inventory in the City’s Priority Based Budgeting Tool including: IT Back up, IT Software, IT Hardware, IT Network Infrastructure, IT Security, IT Service Desk, IT Training, GIS, and Records Management.
  • Administer funds of the department according to the approved budget and purchasing policies.
  • Analyze develop, and implement new and existing policies around IT, Records, and GIS.
  • Manage team: (coach/mentor, performance management, training and professional development, work schedules, timesheets).
  • Analyze, procure, and oversee the implementation of (project management) new equipment, software, and contracted services.
  • Foster effective teamwork between the IS department and the Leadership Team to ensure that organizational needs are being met and the IS department is properly identified as a key stakeholder in major projects.
  • Oversee the day-to-day operations of the IS department including the functions of IT, GIS, and Records Management.
  • Negotiate contracts and leases (i.e., photocopiers, leased computers, software)
  • Ensure training is provided (in-house or contracted) to City employees as needed.
  • Active participate in the Leadership Team and ensure the department’s participation in the Health and Safety Program.
Education, Qualifications, and Work Experience
  • Degree or diploma in Technology, Information Systems or a related field is preferred. Equivalencies will be considered.
  • Certification Experience/Training: ITIL, Microsoft Windows Workstation and Server, SQL Server, Configuration Management using SCCM/Intune/Endpoint Manager, Microsoft 365 and general knowledge of networking, data security, data privacy and GIS concepts are considered assets.
  • 5 years of progressive IT experience, or GIS management experience.
  • Previous leadership experience.
  • Experience in asset management is considered an asset.
  • Demonstrated competency in long-range planning and strategic thinking.
  • A broad understanding of municipal government process and legislation. Municipal experience is considered an asset.
Knowledge, Skills, and Abilities
  • Technical expertise in one or mote of the three IS functions.
  • Proficient in developing and implementing strategies, policies, and procedures tailored to meet both present demands and future challenges.
  • Strong leadership skills.
  • Experience negotiating contracts and leases.
  • Excellent interpersonal and relationship management skills, coupled with adeptness in thriving under pressure while effectively overseeing multiple projects concurrently.
  • Ability to liaise and consult with internal and external stakeholders.
  • Ability to develop reports and present them to Council and respond to questions.
  • Strong computer skills in Microsoft Office Suite.
  • Strong political acumen with the ability to model the City’s core values.
