Job Description - Learning Support Specialist

Main Purpose & Function
Reporting directly to the Staff Development Manager in the Development, Buildings and Licensing (DBL) department, the incumbent is responsible for the development and implementation of staff and customer training initiatives, to support business operations.  The role will include curriculum development and course delivery for municipal technology systems and business processes. The work is performed under minimal supervision and requires the exercise of some independence of judgment and action in the technical and operational aspects of the work.

Specific Duties & Responsibilities

  • Assess, design, develop, implement and evaluate training methodologies and programs that support business and customer needs and City technology, as determined by the Manager
  • Apply instructional design methodologies and adult learning principles to design custom blended technical learning solutions. Develops robust online content, including text, graphics, audio, video, animations, and simulations that adhere to quality and style guidelines and standard
  • Consult with stakeholders and Subject Matter Experts (SME). Monitor training participant progress and make recommendations, where appropriate, to enhance training delivery if required
  • Conduct needs assessments to identify performance gaps, and recommend appropriate learning and non-learning solutions
  • Conduct train-the-trainer sessions for project and business teams and transfer instructional design expertise and knowledge to other business users
  • Conduct course audits and monitor assessment outcomes to ensure that courses continue to meet project and business goals. Ensure that existing content is updated as required.
  • Develop post training support services.
  • Provide end user support and post training services including one on one coaching sessions, site visits and liaise directly with department managers to ensure successful adoption of training and material.
  • Update training materials, knowledge base articles, user documentation, websites and related reference information
  • Research new training delivery methods, technology delivered options, and industry best practices
  • Contribute to the planning and implementation of the department learning agenda to enhance the quality of training and knowledge management
  • Work with department managers to identify measures to evaluate training effectiveness and relevance
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Post-secondary education (degree) in Adult Education, Instructional Design or Technology with related education courses
  • 3 or more years training design and delivery for a variety of user groups is an asset
  • Experience working in the public sector or large complex organization on large programs is preferred
  • Technical experience, education, and certificates are an asset
  • Experience designing and developing e-learning and blended training is an asset
  • Experience using online system or software (e.g. SharePoint) for document management of training materials and resources is an asset
  • Experience working with the Zoning and Development By-law and/or the Vancouver Building By-law is an asset

Knowledge Skills and Abilities:

  • Demonstrated knowledge of instructional design and adult education concepts and principles.
  • Demonstrated experience in delivering courses in group settings and on a one-to-one basis.
  • Considerable knowledge of web-based and technical training aids and their applications in educational settings including Microsoft 365, SharePoint Online, Articulate, Captivate, and Snagit.
  • Considerable knowledge of computer technology
  • Ability to work in a project based environment, react quickly to changes and meet deadlines. Demonstrated ability to work independently, collaborate with others, manage multiple concurrent assignments and work successfully in a fast-paced environment
  • Excellent skills in MS Word, Excel, PowerPoint, Outlook, OneDrive, SharePoint Online
  • Strong skills to establish and maintain effective working relationships and partnerships with the project team and business subject matter experts
  • Strong skills to design, develop, prepare and deliver training programs and knowledge management content. Excellent critical thinking skills.
  • Excellent verbal and written communications skills and presentation skills
  • Ability to assist the business in adapting to change
  • Ability to analyze and anticipate implications of system changes on work processes and procedures and make recommendations
  • Ability to manage multiple priorities, large workloads and multi-task effectively

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade GR-024: $42.04 to $49.65 per hour
