Job Description - Quality Assurance Manager-Child Welfare and Family Services

Summary:

The Quality Assurance – Vison Keeper Manager consults with managers, supervisors, and natural work groups on all aspects of the Quality Assurance initiatives. Responsible for technical support in system and process improvement. Consults with employees on quality and continuous improvement applications. Facilitates individual and group meetings. Delivers initial training on quality and continuous improvement. Coordinates documenting, standardizing, and sharing of improvements organization wide.

Key Responsibilities:

  • This position will focus on reviewing agencies that fall under SFNNC, including but not limited to Child Welfare Steering Teams, Issue Teams, process, and system analysis, planning for quality.
  • Facilitates use of individual and group process improvement and problem-solving methodologies utilizing quality improvement tools such as cause and effect diagrams, flow charting, and other data analysis techniques.
  • Assists individuals and teams in documenting, standardizing, and sharing improvements across the organization.
  • Provides training to managers, supervisors and natural work groups relating to quality and continuous improvement techniques. Provides similar training in depth to persons assigned to the organization on a rotating basis.
  • Develops employee communications for helping the organization understand the application of quality and continuous improvement tools.
  • Assists managers and supervisors in identifying training needs and giving appropriate recognition for quality achievements.
  • Stays abreast of the leading-edge research and philosophy of the total quality management.
  • Teaches Quality Assurance, data analysis and client focus concepts to classes of employees at all organizational levels.
  • Works with management on the broad strategic implications of instilling quality concepts in the workplace.
  • Oversees the Education and Training Unit to ensure Education and Training is meeting agency’s needs, is cost effective, builds capacity within the SFNNC agencies, and improves outcomes.
  • Performs other duties as assigned.

IM/CFSIS

  • Transitions agencies to a Differential Response Service Delivery model.
  • Oversees the CFSIS Directive and ensure agencies are complying (data collection tools, CFSIS reports, developing Excel training to roll up reports).
  • Develops data collection tools to review IM/CFSIS and DR.
  • Develops and provides training on IM/CFSIS and SDM.
  • Works with Authority and agency to implement standardized data collection tools.

Abuse Matters

  • Oversee Critical Incident Reporting by member agencies.
  • Determine when Internal Agency Reviews are required based on a review of services provided to children involved member agencies who have passed away.
  • Recommend and conduct Section IV reviews with QA team.
  • Child abuse committee meetings and recommendations.
  • Abuse investigation/reviews/reports.

Quality Assurance

  • Development of QA framework and implementation of agency reviews using the framework.
  • Meets with agency QA Coordinators and develop and implement work plan.
  • Develops policies and procedures for internal QA processes.
  • Attends Multiple Working Group meetings to discuss recommendations that are directed to all four Authorities.
  • Ensures recommendations and updates of recommendations are being tracked.
  • Works collaboratively with other SFNNC units to address recommendations.
  • Oversees the work of Child Death, Serious Injury, and Internal Agency Reviews.
  • Develops policy and procedures for Section 4 Reviews.
  • Identifies and maintains a list of professionals approved to complete Section 4 Reviews.

Supervisory Responsibilities

  • Responsible for the overall direction, coordination and evaluation of this unit and the Education and Training Unit.
  • Carries out supervisory responsibilities in accordance with SFNNC policies and applicable laws.
  • Interviewing, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints, and resolving problems.

Education & Experience:

  • Relevant education and/or a combination of training and experience equivalent to graduation from a college or university of recognized standing.
  • Experience working in child welfare required.
  • As a guideline, a minimum of seven years of professional experience in progressively responsible career assignments.
  • Familiarity with Improvement Process Method and the application of basic statistical analysis tools. Quality Assurance initiatives and client focus initiative training preferred.
  • Excellent written and oral communication skills.
  • The ability to effectively present information to top management, public groups and/or Boards of Directors.
  • Working knowledge of application and utilization of personal computers and graphing techniques.
  • The ability to respond to common enquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Demonstrated interpersonal skills plus an ability to work well in team setting.
  • Training and experience in both team and facilitation skills preferred.
  • Demonstrated ability to use independent judgment and handle confidential matters discreetly.
  • Ability to work effectively in a culturally diverse work group.
  • The ability to communicate in an Aboriginal language is considered an asset.
  • Must have demonstrated understanding of Indigenous culture and traditions.

Other Requirements:

  • Must Provide Criminal Record Check and Child Abuse Registry Check.
  • A valid Class 5 MB Driver’s License must have access to a reliable vehicle for business travel.
  • All successful candidates will have to provide proof of COVID-19 vaccinations.
