Job Description - Senior Financial Services & Budget Analyst

Senior Financial Services & Budget Analyst Location Hybrid work in Mississauga, ON :

Electrical Safety Authority (ESA) has a clear mandate from the Ontario government. Everything we do aims to improve electrical safety for the public. To do this, we anticipate, understand and prevent electrical-related harms. Please note this is a hybrid work environment. (In-person 3 days per week) Reporting to the Director, Financial Services, this role will participate in the development, implementation and maintenance of budget, forecast and reporting systems and assist in the development of cost centre budgets and analysis. Prepare regular analysis and reports on actual financial results against budgets. Compile and analyze financial information to prepare entries to accounts and document business transactions. Establish, maintain and coordinate the implementation of accounting and accounting control procedures and participate in the development of policies and procedures for the control and distribution of costs to measure cost centre results and to compare one cost centre with another. Recommend, develop and maintain financial databases, computer software systems and manual financial systems. Provide advice and guidance and ongoing assistance to cost centre Management.

General Accountabilities:

  • Participate in the development, implementation and maintenance of budget, forecast and reporting systems. Analyze and identify needs, perform studies of present systems, procedures and organization. Analyze revenue and expenditure trends and recommend appropriate budget levels, and ensure expenditure control.
  • Assist in the development of cost centre budgets and analysis for the purpose of obtaining management approvals. Ensure that all factors have been taken into consideration. Advise cost centre management on factors to which special consideration or scrutiny should be given before approval.
  • Prepare regular analysis and reports on actual financial results against budgets. Gather, analyze, interpret and prepare financial forecast and other reports using business and economic data.
  • Compile and analyze financial information to prepare entries to accounts such as general ledger accounts and document business transactions.
  • Establish, maintain and coordinate the implementation of accounting and accounting control procedures.
  • Participate in the development of policies and procedures for control and distribution of cost in order to enhance management's opportunity to measure cost centre unit results and to compare one cost centre with another.
  • Coordinate activity, as required, with various functional groups; such as Information Systems in order to maximize the cost centre productivity and efficiency.
  • Recommend, develop and maintain financial databases, computer software systems and manual financial systems.
  • Provide advice and guidance and ongoing assistance to cost centre Management on budgeting and financial control matters and systems. Ensure that feedback and control systems are applied according to established procedures and that organization structures and methods are consistent with accepted principles.
  • As requested, participate in the analysis of economic conditions, policies and procedures, fee development, insurance, pension plan activity, tool development and special projects.
  • Supervise periodically, the work of others in the section who are assigned by the Supervisor to assist with specific projects.
  • Perform other duties as required.

Education:

Requires a knowledge of finance, business administration, accounting principles, organization concepts, economics, analytical techniques to analyze and identify the company's financial needs with respect to the analysis of financial information to prepare various accounts. Requires a knowledge of computers and financial information systems participate in the development, implementation and maintenance of the financial systems. Requires good communications skills to deal effectively with all levels of staff in the company and to produce a variety of reports on financial matters. This knowledge is considered to be normally acquired in a four-year university education in finance or business administration, or the equivalent education.

Experience:

Requires experience to understand the application of financial and accounting principles to the company's accounting, budgeting and reporting requirements. Requires experience provide advice and guidance on budget analysis, financial and cost controls, financial information systems and accounting procedures. Requires experience to understand the financial, accounting, budget and reporting requirements of the organization and the relationship between the various departments and staff. Requires experience in a consulting role to obtain necessary information and provide effective advice and guidance to staff across the company.

A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
