(Pay Band 7)

The Department of Social Development (SD) offers programs and services designed to provide protection and care for individuals and families, while also fostering independence and self-sufficiency. Social Development's over 1500 employees design, support, administer, and deliver programs and services in the areas of financial support, case management, clinical support, and protection. The department works with service providers and community partners to deliver these essential services in contributing to a safe, secure and healthy New Brunswick. The Department is undergoing a Digital Transformation, redesigning how we work and deliver services to citizens using modern technology solutions. Together, with partners across GNB, we are codesigning and enabling better experiences and technology solutions for staff, partners and citizens of NB.

Social Development is seeking an individual to join the Digital Transformation Branch as the Manager of Technology Services. As a member of the Management team, the successful candidate will be responsible for:

  • ensuring the development and support of technology solutions that staff, clients and partners use
  • planning, organizing, coordinating and directing the activities of the Technology Services unit and teams
  • managing and leading staff including recruiting, determining training and developmental needs, resolving conflicts, setting performance objectives, evaluating performance, providing motivation and coaching
  • overseeing and managing budgets that relate to projects and ongoing operational expenses
  • overseeing and managing contracts for vendor services
  • building and nurturing relationships with service providers and GNB Departments to secure technology solutions for Social Development.

This position requires strong organizational and a results-oriented individual who must be able to work independently and as part of a team.

ESSENTIAL QUALIFICATIONS: A bachelor's degree in Computer Science, Information Technology, or a related field; and at least eight (8) years of experience in the IT/IM industry OR a two (2) year diploma in Information Technology or a related discipline; and at least ten (10) years of experience in the IT/IM industry.

Written and spoken competence in English is required. Please state your language capability .

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate experience in one or more of the following asset qualifications:

  • Experience with IT systems life-cycle management;
  • Experience with Agile and Scrum methodologies within medium to highly complex environments;
  • Experience in transforming business practices and managing change;
  • Bilingual capability is an asset.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

Salary: $88, 712 to $107, 328 per annum
