About Us
As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

EPIC has been selected as the preferred digital health solution for this HIS project. This transformational change will allow us to join other Canadian provinces in the modernization of our provincial health information system. In support of the HIS project, it has been determined that the NL Health Services will require recruitment for positions in Clinical Informatics.

About the Role
As a Clinical Information Specialist (CIS) you will be assigned to the Ambulatory Application of Epic. The CIS will design and build workflows within this application, and possibly integrate with other applications such as scheduling, laboratory, medical imaging, billing, inpatient clinical documentation, etc. The CIS will be expected to be cross trained between 1-2 applications.

Travel to Wisconsin (United States) for training is an expectation of this position. The scheduled date for this training is May 13th, 2024. A valid passport will be required.

The CIS will be assigned to an area of informatics within the application based on their knowledge of related workflows and systems involved. Areas of specialization within the Ambulatory stream could include Dialysis, Ambulatory Treatment (e.g., minor procedures), Ambulatory Clinics (e.g., Orthopedics, Dermatology), Outpatient Rehabilitative Services, Diabetes Education, or other areas as required.

The CIS reports directly to the Informatics Manager- Ambulatory.

You will be responsible for, but not limited to, the following:
- Collaborate with representatives from all roles within the clinical area to participate in workflow discovery sessions.
- Facilitate and lead group meetings such as workshops, and document outcomes.
- Analyze current workflows and documentation practices, including use case development.
- Analyze the clinical information requirements of the clinical area through consultation with managers and professional staff.
- Evaluate opportunities to use clinical applications to meet identified needs and improve efficiencies.
- Work closely with other implementation teams to analyze the workflows and configure shared master files.
- Participate in/ facilitate workflow adoption sessions.
- Collaborate with Physician, Nursing, Allied Health and Leadership Champions
- Ensure that key Subject Matter Experts are engaged in the implementation, specifically in the details for workflow analysis, build, and testing.
- Responsible for maintaining dependable and accurate data in Health Information Systems while ensuring these systems support clinical standards, best practice in applicable clinical areas throughout the province.
- Consult with respective SMEs, program management, Professional Association representatives, Professional Practice Consultants, or others to ensure application meets professional standards of documentation.
- Establish and maintain effective working relationships with stakeholders across all levels of the organization.
- Coordinate and communicate with our end users and representatives from ancillary departments, such as lab, radiology, and pharmacy.
- Elicit and translate business (i.e., clinical) and technical needs of the clinical area into appropriate technical specifications.
- Provide input and advice on IT solution strategies, plans and deployments.
- Design and build workflows within this application, and possibly integrate with other applications such as scheduling, laboratory, medical imaging, billing, etc.
- Accountable for the implementation, integration, support, education, evaluation, and enhancement of the Epic clinical software applications
- Effectively communicate and document business and IT information in line with established processes and procedures - Provide oversight, advice, and guidance to high paced teams or working groups.
- Support change management and deployment of new software systems
- Ensure adherence to governance and Digital Health Division standards (e.g., privacy and security).
- Develop and implement policies and procedures for informatics to provide support for clinical applications in the health system.
- Consult with application users, program managers, information systems staff, application support personnel, vendors/private businesses, and public stakeholders to identify implementation issues and work with management of the program to resolve issues.
- Work closely with other applications analysts, systems analysts, and other implementation teams to ensure consistent adherence to best practices.
- Understand data flow between integrated applications.
- After go-live, continue to be actively involved in communicating with end users to modify and maintain proper user security, reports, and other functionality necessary to maximize the efficiency of workflows within the clinical area.
- Play a critical role in the configuration, implementation, support, and recommendations for enhancement of clinical software applications within the health system.
- Facilitate feedback and communication among end users, management, and the zonal and provincial stakeholder groups through participation in zonal and provincial committees and groups to promote system usage and improve data consistency.
- Optimize use of current reporting capability in the clinical applications and support the development of additional report specifications when required for the effective management of client programs and service delivery through advocacy, training, and consultation with program managers.
- Facilitate the review of new clinical information systems with prospective users and provide feedback from the consultations to the management team.
- Collaborate with various stakeholders at all levels to review and assess application usage and data quality through periodic audits for compliance with regional, best practice and legislative standards, and identifying strategies to improve compliance.
- Work with Business Analysts and end-users to define test cases and/or execute application and/or integration testing.
- Work with application trainers to ensure appropriate and meaningful training for end-user workflows. May provide application training when required.
- Provide ongoing consultation and support for users of clinical applications from a variety of clinical perspectives.

About You
Your education and experience include:
- Graduation from an approved/recognized post-secondary nursing education program with a Baccalaureate degree in Nursing (or equivalent education or training) is required.
- A current practicing license with the College of Registered Nurses of Newfoundland and Labrador (CRNNL) is required.
- Willing to acquire Epic Certification; prerequisites, participate in Epic training/education sessions, complete self-assessments and successfully challenge the certification exam.
- Minimum of five years' experience in the health system in a clinical discipline, health information or information technology
- Preference will be given to individuals with strong clinical working knowledge of the current eHealth environment. - Past involvement in a leadership or support role with large-scale digital health projects would be a strong asset.
- Familiar with physician practices, clinical workflows, and associated documentation within Ambulatory areas.
- Good understanding of the operations, processes, and workflows within the various Ambulatory areas.
- Extensive knowledge of current trends and practices related to eHealth clinical information systems.
- Technical aptitude to quickly learn how other applications work and apply his/her understanding throughout the implementation and during maintenance.
- Sound understanding of the applications that frequently integrate with the Ambulatory areas, including Scheduling, Patient Orders, etc.
