Job Description - Property Supervisor

For more than a century, Family and Children’s Services Niagara, the local Children’s Aid Society, has provided vital child welfare, family/community support, counselling, foster care and adoption services to residents in the Niagara Region.

Property Supervisor

[Regular full-time]

Reporting to the Property Manager, the Property Supervisor oversees and performs maintenance duties, addresses and supervises repairs and maintenance issues and provides back-up to the Property Manager.

MAIN DUTIES AND RESPONSIBILITIES:

Maintenance:

  • Assesses and carries out day to day and annual maintenance needs as required.
  • Oversees plumbing and electrical repairs.
  • Performs electrical system diagnostics and troubleshooting.
  • Responds to, rectifies and/or contains afterhours property emergencies including failures in primary building services plumbing, heating, electrical, building security issues and fire alarms.
  • Installs, assembles and repairs agency furnishings.
  • Moves/adds/changes building renovations/repairs and oversees construction activities.
  • Monitors outside contractors to ensure services provided are provided to a high quality standard and ensure minimal negative impact to Agency staff.
  • Works with heating and cooling systems, including diagnostics and adjusting heating and cooling systems as necessary.
  • Responsible for unlocking and locking assigned building location each day.
  • Accepts deliveries from outside suppliers and ensures the oversight of delivery to appropriate users.
  • Performs required and mandated routine safety inspections (emergency lights, fire system, personal alarms, etc.).
  • Creates and modifies CAD drawings.
  • Reads and understands materials such as operating and procedures manuals, blueprints, CAS Drawings, diagrams and schematics.
  • Performs mathematical calculations.
  • Oversees seasonal groundskeeping duties (e.g. snow removal).

Courier:

  • Oversees courier service between offices and in the community.
  • Ensures daily delivery of mail and supplies to agency offices.
  • Operates society vehicles in a safe manner and ensures regular oversight of vehicle maintenance.

Property Management:

  • Purchases required cleaning and hygienic supplies and monitors inventories.
  • Ensures appropriate safety measures and adherence to building codes and legislation at all times.
  • Ensures that regular property inspections are carried out at all locations to ensure acceptable operations in relation to maintenance of property and equipment and Health & Safety.
  • Plans and ensures adequate fire and safety protection measures and equipment exists at all properties to meet requirements of the Fire Marshall’s Office.
  • In conjunction with the Joint Health & Safety Committees, ensures that maintenance practices and agency properties are in compliance with appropriate legislation including Occupational Health & Safety Act and WHMIS.

Supervision/Leadership:

  • Provides supervisory oversight and responsibility to maintenance staff.
  • Manages recruitment, performance evaluation, coaching, discipline and termination where necessary ensuring accordance to Human Resources policy and within the context of the collective agreement.
  • Oversees staff orientation, learning and development plans and ensures accordance to FACS policy, procedure and guidelines.
  • Manages the effective and efficient distribution and utilization of maintenance team staff members based on the established productivity levels, program goals and guidelines that ensure continuity in the provision of necessary services and sufficient staff coverage.
  • Provides supervision to all maintenance team members and manages in a manner that motivates, guides and directs employees in FACS values, objectives and performance expectations; maintains a work environment that expects fairness, consistency, respect and approachability while promoting staff participation, team work and positive employee relations.
  • Leads regular job box team meetings to set goals and monitor maintenance team maintenance performance and engages the team in successful accomplishment of goals.
  • Holds people accountable to standards of performance including conducting annual performance appraisals that support staff in establishing and attaining performance goals.
  • Works in and ensures that staff work in a manner consistent with the requirements/regulations of the Occupational Health and Safety Act, and FACS policy and procedures.
  • Manages attendance according to policy.
  • Exemplifies and inspires behaviours, actions and attitudes that are consistent with FACS vision, mission and values.
  • As a member of the Management Team, participates in the development and successful implementation of the Strategic Plan as required.
  • Provides leadership for the operational success of the maintenance team and provides supportive leadership through periods of change.
  • Provides advice on property management services issues and challenges to both senior management and/or FACS employees.
  • Reviews, assesses and/or has input into policy and programs that best meet the needs of the maintenance department.
  • Represents FACS in CAS/OACAS workgroups, programs and community committees as required.

Relationship Management:

  • Negotiates with vendors and service providers.
  • Undertakes all performance management practices related to facilities vendors and service providers.
  • Represents the agency in conferences and meetings.
  • Develops and maintains collaborative relationships both internally and externally to ensure the most effective services are provided.

Other Related Activities:

  • Ensures own expenditures adhere to policies.
  • Strives to meet or exceed all accountabilities and achieve continuous quality improvement and excellence in all activities and outcomes.
  • Participates in mandatory learning/education to maintain and update skills and knowledge as required.
  • Assists in the training and orientation of peers.
  • Performs other duties as required.


KNOWLEDGE, EDUCATION, EXPERIENCE, SKILLS, ATTRIBUTES:


Qualifications:

  • Certification or post secondary education in Facilities Management or related an asset.
  • Minimum 5 years related experience in progressively responsible property and maintenance positions.
  • Demonstrated experience and competence with various power and hand tools.
  • Working knowledge and demonstrated ability of electrical, plumbing, carpentry and painting skills.
  • Knowledge of HVAC systems required.
  • Ability to respond outside of normal working hours as necessary on an on-call basis.
  • Valid G Driver’s License and access to a reliable motor vehicle with appropriate liability insurance required.
  • Joint Health and Safety Committee (JHSC) Certification.
  • Valid Standard First Aid & CPR Certification.

General Skills and Attributes:

  • Ability to use MS Office applications (e.g. Word, Excel, etc.)
  • Ability to read and interpret blueprints.
  • Knowledgeable in modern HVAC, control and security systems.
  • Ability to provide technical leadership and direction in a range of physical plant trades such as carpentry, plumbing and electrical work, etc.
  • Ability to negotiate with and manage vendor performance, prepare and manage contracts, etc.
  • Working knowledge of CSA standards, building and fire codes, and legislative requirements.
  • Sound knowledge of federal, provincial and local codes and ordinances pertinent to facilities planning, maintenance, environmental health and safety.
  • Excellent ability to think analytically with attention to detail in the presence of frequent interruptions.
  • Solid planning, time-management, multi-tasking and organizational skills.
  • Solid written, oral communication and interpersonal skills providing construction, meaningful and timely interaction with all levels of staff.
  • Excellent mentoring, coaching and communication skills to provide instructions and guidance to staff with respect to activities, challenges and questions.
  • Advanced understanding and commitment to quality service and best practice.
  • Excellent ability to work with and meet tight timelines.
  • Ability to communicate in French or another language an asset.


EFFORTS AND WORKING CONDITIONS:

  • Occasional periods of sitting and computer/phone use.
  • The incumbent has the freedom to move about or change position at will.
  • Regularly required to lift and/or carry objects weighing up to 20 lbs and less frequently over 20 lbs.
  • May be exposed to disagreeable elements such as chemical/cleaning substances, fumes, noise, etc.
  • Required to work both indoors and outdoors.
  • Multi-tasks within a fast-paced, high-volume and demanding environment.
  • Frequent interruptions.
  • Regular travel to FACS sites or within the region.
  • Occasional travel outside the region may be required.
  • Evening and/or weekend work as required.
