The Ministry of Public Safety and Emergency Services has significant oversight and involvement in the public security and emergency services through its various divisions and operations. The department is responsible for the administration of law enforcement, correctional services, policing and police oversight and public safety. The Ministry supports crime prevention and restorative justice programs, as well as programs and services to support victims of crime, including those affected by domestic violence and human trafficking. The Ministry also coordinates large scale emergency and disaster prevention, mitigation, preparedness, response and recovery programs and initiatives.

Role Responsibilities

Your role, as Education Program Specialist at the Public Safety and Emergency Services, Training Academy (TA) is responsible for a diverse portfolio that supports the application of best practice training methodologies in the development, design and delivery of high-quality training programs. This involves proactively developing and maintaining productive relationships and collaborative efforts within the Ministry and with partners to respond to evolving needs and addressing the complex challenges of delivering multiple training programs. The Education Program Specialist works in close collaboration with senior management to develop a comprehensive learning and development strategy and training framework and roadmap that ensures the effective delivery of quality training programs in alignment with the Ministry’s strategic business plan. This includes ongoing review, assessment and evaluation of training tools and practices for relevancy, maximum learning transfer and currency. To enhance the development and promotion of training programs, the position is also responsible for best and emergent practice research and analysis, coordination of subject matter resources and learner supports, post-secondary consultation and engagement, as well as project and contract management. Your key responsibilities include:

  • Research and analysis of emerging learning and development strategies, activities and processes to ensure the TA is well positioned to deliver high quality training programs/initiatives.
  • Assessing technology, processes and activities in application to current training programs and future possibilities to reflect changing needs, relevancy and cost-effective options.
  • Providing expertise and proactive consultation to TA senior leadership, business areas, external stakeholders, instructors, curriculum designers, and accreditation analysts on training initiatives.
  • Proactively developing and maintaining productive relationships with internal and external stakeholders and training providers and users to ensure the TA remains relevant, current and meets future learning preferences.

Qualifications

Requirements:
University degree graduation in adult learning or related field plus 4 years progressively responsible related experience in developing and delivering adult training programs and initiatives. Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience
  • 1 year of experience for 1 year of education


The following will be considered assets:

  • Awareness of strategic priorities relative to Ministry business plan
  • Knowledge of adult learning theories with experience applying theory into practice
  • Experience with designing, developing, delivering and evaluating training initiatives
  • Project management skills
  • Presentation and facilitation skills
  • Experience with training delivery methodologies, emerging methods, technology and tools
  • Experience with comparing different delivery methods, and principles of curriculum design and evaluation methodologies
  • Ability to successfully manage multiple projects
