CDA-AMC is a pan-Canadian health organization. We are an independent, not-for-profit organization headquartered in Ottawa, with a satellite office in Toronto. Created and funded by Canada’s federal, provincial, and territorial governments, we’re responsible for driving better coordination, alignment, and public value within Canada’s drug and health technology landscape. We provide Canada’s health system leaders with independent evidence and advice so they can make informed drug, health technology, and health system decisions, and we collaborate with national and international partners to enhance our collective impact. We are proud to be a 2024 National Capital Region Top Employer. This recognition celebrates our dedication to fostering a work environment that nurtures growth; innovation; and inclusion, diversity, equity, and accessibility (IDEA). It reaffirms our ongoing efforts to create an outstanding workplace where our employees thrive and feel valued. Most of our employees participate in a hybrid workspace arrangement that allows for flexibility and enhanced work-life balance. We believe in the positive impact of in-person collaboration and the importance of team building. Added consideration is given to qualified candidates who live near our offices and can participate in a hybrid arrangement. Those applying must be located in Ontario, except in rare circumstances where the employment position is remote. Primary Focus On May 1, 2024, CADTH transitioned to become CDA-AMC, building on the Government of Canada’s December 18, 2023, and February 29, 2024, announcements. In support of a vision for a more well-connected pharmaceutical system that reduces expensive inefficiencies and pressures — 1 of 3 areas of expanded focus for the organization — the Director, System Coordination, will lead our work in this area. Working with a small team and using cross-functional internal and external relationships, the Director, System Coordination, will be responsible for creating an environment and the appropriate mechanisms for pan-Canadian, solution-oriented discussion and action about common, important challenges in the pharmaceutical system. What do the daily responsibilities look like? On any given day, the Director, System Coordination, will:
  • ensure sufficiently detailed analyses and prioritization of potential issues that would benefit from coordinated and focused attention
  • strengthen working relationships with key health system partners to encourage information sharing and a collective, collaborative approach to issue resolution
  • develop, guide, and refine specific mechanisms for identification, discussion, and resolution of common, important inefficiencies and opportunities in the pharmaceutical system
  • drive cross-functional work and impact within CDA-AMC by leveraging resources in the appropriate use, drugs and analytics, and other program areas to ensure a shared objective of improving the pharmaceutical system within Canada.
Do these attributes describe you? You’re politically savvy, with a strong knowledge of jurisdictional health system structures and key health system organizations and leaders. Naturally inquisitive, you are aware of, or know how to find, information to stay updated on current and potential future pressures and approach issues with a systems lens. As a network builder and change agent, you naturally bring people and opportunity together and are comfortable working with subject matter experts and senior leaders from the front line to the CEO. You can think strategically and understand the importance of change management, evidence-driven solutions, and innovation to support systems and processes that are future-focused. You have progressive experience working in health care leadership roles that include innovation; moving from ideation to action; partnership development and relationship management; and wide-scale, system-wide issues management. In addition, the Director, System Coordination, will likely have:
  • a postsecondary education in a related discipline; an equivalent combination of education and experience may be considered
  • prior experience engaging with senior system leaders on various issues and topics to spark change and impact for system users

  • the ability to build strong relationships and establish trust, with a focus on building a high-performance culture and service-focused leadership
  • the ability to balance the need to think, plan, and act with a systems perspective
  • excellent communication skills to deliver impactful messaging succinctly with an ability to express intricate concepts effectively
  • experience leading change initiatives and achieving tangible and successful results within ambiguous environments
  • a strong commitment to collaborative and inclusive planning with an ability to rally people with diverging interests
  • well-honed change, risk, and relationship management skills to expedite decision-making, ensure alignment and cooperation across workstreams, and facilitate nuanced problem-solving with internal and external project, operational, and leadership partners.
What will set you apart? The following are considered asset qualifications:
  • previous direct or indirect work experience in a ministry of health or provincial, territorial, or regional health service delivery organization
  • completion of a master’s degree in a related area of study
  • fluency in French.
What’s in it for you? At Canada’s Drug Agency, you will find:
  • a team-focused, supportive, and inclusive work environment
  • a competitive compensation package, including participation in the Healthcare of Ontario Pension Plan (HOOPP) — 1 of Canada’s largest and most successful defined benefit pension plans
  • a comprehensive benefits package for employees and dependents, including health, dental, life, and travel insurance; a health spending account; and an employee assistance program
  • paid time off (including a minimum of 4 weeks of vacation, sick leave and life leave, a December holiday closure, and other leave options)
