Job Description:

The Burlington Family Health Team provides services to the physicians practicing in the Halton McMaster Family Health Centre and community based primary care physicians.

Reporting to the Lead Physician and the Board of Directors, the Executive Director (ED) works with and reports to the FHT Board to develop and drive the organization’s mission, values and strategic goals while managing all day-to day operations. The Executive Director acts as the principal liaison with the Ministry of Health and Long Term Care (MOHLTC) and is responsible for setting corporate objectives, implementing decisions consistent with the organization’s mission, goals and objectives and ensuring appropriate management systems are utilized to provide for quality patient care and effective and efficient organizational operations and community relationships. The Executive Director represents BFHT as a member of the Burlington Ontario Health Team.

DUTIES AND RESPONSIBILITIES

Lead planning for the organization including:

  • Strategic planning with the Directors.
  • Short-term and long-term organizational planning.
  • Developing the annual budget and operating plan and the Quality Improvement Plan for the Ministry.

Manage operations including:

  • Setting corporate goals, monitoring results, suggesting changes in operational procedures and implementing decisions consistent with the Burlington Family Health Team’s Vision and Values, goals and objectives.
  • Ensuring budget control and analysis.
  • Facilitating annual negotiations with the MOHLTC with respect to the budget and operating plan required by the Ministry.
  • Acting as principal liaison with the MOHLTC.
  • Ensuring all MOHLTC and corporate filings are completed and submitted as required Liaising with legal counsel as necessary, ensuring all risk management requirements are fulfilled.
  • Leading and supporting Board development.
  • Seek out Governance training opportuties
  • Assist with recruitment of Board Members utilizing the Board Skill Matrix

Collaborations and Partnerships

  • Developing and participating in partnerships and collaboration in the healthcare sector and/or with other relevant parties.
  • Management of BFHT Led Burlington OHT programs and other collaborative initiatives.
  • Overseeing development and ongoing updates to the Burlington Family Health Team website and Social Media
  • Ensure effective and appropriate Human Resources for the organization including:
  • Recruitment and supervision of all allied health professionals and administrative support
  • Ensuring a fair and healthy workplace including current signed employment agreements and personnel files for all staff, an effective performance appraisal system, mentorship, respect in the workplace, maintenance of professional standards, policies that are communicated to and understood by all personnel, effective communication within the organization.

QUALIFICATIONS AND EXPERIENCE

Education:

  • Masters Degree in health administration or related field or Baccalaureate degree with five years of relevant experience.

Knowledge:

  • Comprehensive understanding of Ministry of Health processes including the reporting structure and placement of FHTs within the health system.
  • Financial knowledge involving government funded agencies.
  • Knowledge and successful experience in HR management.
  • Knowledge of primary health care models in Ontario including Family Health Teams, Ontario Health Teams, Family Health Organizations and other blended capitation models.
  • Knowledge and understanding of community services issues; knowledge and experience in primary health care and determinants of health.

Skills & Abilities

  • Ability to manage financial operations so as to meet budgetary expectations.
  • Excellent interpersonal skills including ability to coach and develop others.
  • Excellent communications skills (verbal and written) with the ability to formulate and articulate ideas and policy options clearly.
  • Demonstrated strong organizational skills including the ability to set priorities, political awareness and sensitivity, working in the interest of the whole in a fiscally responsible manner.Strong financial management and public sector reporting skills. Demonstrated facilitation, project management and strategic planning skills with the ability to analyze.
  • Ability to facilitate board development.
  • Good knowledge of and demonstrated ability to work with, civic, provincial and federal levels of government.
  • A high level of personal and professional excellence; the ability to align personal and organizational values.
  • Demonstrated ability to be innovative and flexible.
  • Excellent and demonstrated ability to resolve conflict and to lead problem solving.
  • Ability to work with interdisciplinary teams and support collaboration within the workplace.
  • Proactive and organized to ensure priorities are met.
  • Demonstrated ability to build partnerships and alliances.
  • Responds constructively to change.
  • Excellent computer/IT skills. Works competently with all Windows based software and will quickly learn to know all of the details of the EMR used by the FHT.

Experience

  • Previous experience in guiding strategic planning.
  • Demonstrated experience in a human service field including at least 5 years working at management level leading a team of diverse professionals and service delivery staff, or an equivalent of education and experience.
  • Demonstrated experience in facilities management, budget development and monitoring; financial management and human resources management.
  • Good knowledge of and demonstrated ability to work with, civic, regional, provincial and federal levels of government.

Salary

  • $98,601-$106,852
