Job Description - Manager of Operations

End Homelessness St. John's (EHSJ) exists to prevent and end homelessness in St. John's. Working collaboratively with community and public systems stakeholders, EHSJ leads the coordination and integration of system-wide planning to ensure St. John's can become the next community in Canada to end homelessness.

POSITION: MANAGER OF OPERATIONS - TRANSITIONAL HOUSING INITIATIVE

ABOUT THE INITIATIVE:

The transitional housing initiative operating at 106 Airport Road marks a significant step forward in addressing homelessness and housing instability in our community. This innovative project, rooted in collaborative efforts and insights from successful models from across Canada, is poised to transform our shelter system in St. John's while prioritizing the integration of housing and health services to assist our most vulnerable neighbors.

The initiative is intended to be a supportive place for individuals who need additional health and housing support to be successful in their housing journey. The site will be staffed 24/7 to ensure residents have the necessary support to be successful.

ABOUT THE ROLE:

The Manager of Operations oversees the day-to-day on-site support services, ensuring effective supervision of staff, consistency in client support approaches, and adherence to policy and procedures. The Manager of Operations is responsible for the coordination of related contracts, such as security and food service, and for optimizing the workflow and communication across the transitional living site while ensuring the seamless integration of a person-centred and trauma-informed approach.

The Manager of Operations brings extensive staff management experience and strong interpersonal skills with the ability to motivate and inspire teams. It requires adeptness supervising, managing, training, coaching and supporting staff.

RESPONSIBILITIES:

Overall

  • Oversee the day-to-day services of the transitional housing initiative
  • Ensure organizational activities are completed ethically and collaboratively to support operations and maintain a safe and dignified environment for residents
  • Demonstrate respect, cultural competence and knowledge of trauma-informed care in interactions with residents, staff, volunteers and collaborative partners
  • Cultivate a positive and inclusive workplace environment, emphasizing the development of a culture that embodies the principles of Harm Reduction, Trauma-Informed Practice, Client-Centered Support, and Housing First practices

Staff Support

  • Maintain staffing model and shift schedules
  • Provide direct and indirect supervision to the Transitional Housing staffing team
  • Manage and support staff through regular coaching and mentoring to effectively meet the initiative's goals
  • Provide guidance, feedback, and support for professional growth of staff team
  • Facilitate efficient communication and information exchange across project staffing
  • Implement and oversee the scheduling structure for day-to-day operations
  • Determine appropriate staffing requirements for programs and services
  • Guide staff in effectively resolving difficult occupancy issues and disputes

Support Service Oversight

  • Ensure consistency in client support approaches and service delivery
  • Develop, update, and implement policies and procedures for client support staff
  • Ensure staff compliance with established policies and procedures
  • Ensure inspection of the site for cleanliness, safety and compliance with the Occupation Health and Safety Act
  • Liaise with contract services, including food, security, housekeeping, and hotel staff
  • Ensure effective collaboration and coordination with contracted service providers
  • Other duties as required

QUALIFICATIONS:

Education:

Preference will be given to applicants that have successfully completed a bachelor's degree in social work, leadership/management, or human services related program. A master's degree in an appropriate discipline is considered an asset.

Experience:

Ideally the candidate will have at least 4 years' relevant work experience in a human services or other relevant setting. Direct experience managing support staff in a housing-related setting preferred. Similar experience in a healthcare, hospitality or communal living setting will also be considered.

EHSJ encourages applicants who may not meet the educational and experience criteria but who may demonstrate applicable equivalencies that make them an ideal candidate for the role.

REQUIREMENTS:

  • Experience working with vulnerable or marginalized populations, with an understanding of the barriers and challenges caused by homelessness and poverty or lived experience with homelessness and/or poverty
  • Understanding of uses of substance use, mental health, and harm reduction gained through direct experience working with individuals
  • Demonstrated ability to deal with sensitive situations with tact and diplomacy
  • Demonstrated conflict resolution skills and ability to de-escalate and resolve issues of violence and / or conflicts
  • Extensive experience supervising, training, supporting and coaching staff
  • Experience with staff scheduling and proficiency in 24/7 staffing models
  • Demonstrated strong administrative skills including data management, report writing, and tracking associated with the day-to-day operations of a housing site
  • Excellent time management skills and ability to multi-task and prioritize responsibilities and deadlines
  • Attention to detail and problem-solving skills
  • Physical requirement to move around the site with some lifting up to 25 lbs.
  • Excellent written and verbal communication skills
  • Strong organizational and planning skills
  • Strong relationship building skills
  • Proficiency in MS Office suite, particularly Outlook, Excel, Word and PowerPoint
  • Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered
  • All applicants MUST be able to provide a current Royal Newfoundland Constabulary Criminal Record Screening Certificate and Vulnerable Sector Check

HOW TO APPLY:

This position provides competitive salary and benefits plan, including health, dental and RRSP contributions. Salary is commensurate with experience and will start at $65,000 per year.
