Job Description - Audit Management Officer, Montreal

Org. Setting and ReportingThe Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry, and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis. Through USOAP, the Bureau is responsible to identify safety deficiencies in Member States by conducting various USOAP activities such as safety oversight audits and ICAO Coordinated Validation Missions (ICVMs), assess associated safety risks, and develop assistance strategies. It is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system. The Bureau is responsible for the delivery of USOAP training courses including the development of e-learning activities to support the programme. The success of the USOAP Continuous Monitoring Approach (CMA) is therefore dependent upon technical experts from ICAO. Cooperation, Development, and Implementation (CDI), Member States and international organizations, being trained on, and maintaining their currency in the USOAP CMA methodology. The incumbent reports to the Chief, Oversight Support Unit (C/OSU), Air Navigation Bureau and is responsible for the overall architecture, development and management of digital tools to support the safety oversight activities of the USOAP CMA, including the Electronic Filing of Differences (EFOD) System, the Oversight Audit Online framework (OLF) and related tools such as the ICAO Annex Manager System (IAMS), audit Oversight Audit Activity planning tool, the State Aviation Activity Questionnaire (SAAQ) and the safety data exchange platform. The incumbent also needs to work on other ICAO audit programmes such as the Universal Security Audit Programme (USAP), the RSOOs-RAIOs Assessment Programme (RRAP) and the ICAO World Food Programme initiative (WFP). S/he works independently to provide advice and prepare accurate and timely reports to support the work of OSU and OAS Sections. ResponsibilitiesFunction 1 (incl. Expected results) Provides functional management of the OSU development team, achieving results such as: • Oversee efficient use of development resources. • Supervise work of development team, both within as well as outside of ICAO HQ. • Formulate training requirements for team members, ensuring harmonized competencies for the selected software and methodologies. • Research and determine software and infrastructure requirements for the improvement, growth, and efficiency of the OLF. • Liaise and coordinate with ICT on infrastructure acquisition and implementation. • Liaise and coordinate with Air Transport Bureau (ATB)/Aviation Security Audit (ASA) in relation to ATB/ASA requirements. • Lead and conduct regular meetings with development team and user group representatives, using the Agile/SCRUM methodology, to establish, plan and determine progress of requirements/projects. • Coach team members on established development team methodologies. • Advise C/OSU on all matters relating to the development, enhancement, and support of the USOAP CMA OLF. • Assist C/OSU in the preparation of budget/resource requirements. • Participate and provide expertise on organisation-wide groups, as required. • Provide training, internal or external, as required. • Represent ICAO at seminars, workshops, meetings, as required. Function 2 (incl. Expected results) Manages the development and enhancement of the USOAP CMA Online Framework (OLF), achieving results such as: • Collaborate with OAS in formulation of business and functional requirements to ensure that OLF modules reflect latest USOAP CMA processes. • Design specifications and develop project plan for the upgrade and development of OLF modules. • Verify implementation and deployment of new or enhanced features to the OLF. • Lead, design and coordinate the work necessary to integrate the USOAP CMA Planning and Scheduling activities into the OLF. • Lead, design and coordinate the work necessary to integrate the USOAP CMA States Prioritization risk-based module into the OLF. • Lead, design and coordinate the work necessary to ensure that the Electronic Filing of Differences (EFOD) module is fully integrated into the OLF application. • Ensure that the EFOD module is harmonized with the latest processes for filing of differences. • Disseminate OLF developments to the user community. • Assign tasks to the developers. • Provide regular reports to C/OSU on the activities of the development team. Function 3 (incl. Expected results) Manages the development and enhancement of the Universal Security Audit Programme online tool, achieving results such as: • Coordinate with ATB/ASA users to determine business requirements for a USAP online audit tool. • Ensure synergy and efficiency is realised by repurposing USOAP CMA OLF components for USAP, RRAP and WFP use. • Lead development of USAP/RRAP/WFP online tools. • Ensure timely and efficient support for the USAP/RRAP/WFP user community. Function 4 (incl. Expected results) Manages the maintenance and enhancement of the ICAO Annex Manager (IAMS)‎ application, achieving results such as: • Coordinate with ICT on enhancements, scalability, and integration of the IAMS application, with a view to it becoming a cornerstone of organisation-wide processes. • Design and lead enhancements to IAMS, adding further functionality to meet full Annex requirements. • Collaborate with ANB/IPU staff to ensure IAMS meets the functional requirements of Annex updates. • Ensure data consistency between IAMS Annex amendments and the EFOD module. • Ensure support for IAMS user community and add support for other ICAO document types, such as Guidance Material, Procedures for Air Navigation Services, Chicago Convention, etc. Function 5 (incl. Expected results) Leads and supervises activities on safety data exchange, achieving results such as: • Implement and deploy an automated data exchange mechanism, allowing States to seamlessly use and manage their USOAP CMA data with other Safety Management platforms they employ. • Promote the effective use of USOAP CMA data in other ICAO platforms (i.e., iStars, ICAO api data service), ensuring useful analysis and strategic information is available to decision makers. • Evaluate requirements for, and design user reports for, USOAP CMA data, as required. Function 6 (incl. Expected results) Leads projects impacting above applications, achieving results such as: • Develops, implements, and monitors information standards and guidelines, including testing paradigms for all systems. • Keeps abreast of innovations in the technology field and determines the need for testing and evaluating new products and technologies; provide leadership on introducing technological changes; prepares various technical reports. • Plans and directs major systems projects of significant importance to Monitoring, Analysis and Coordination (MAC), or major components of these complex systems which typically impact critical operations. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Draft working/information papers for Assembly, Council, and other governing bodies, as required. • Communicate developments of Unit/Section by preparing and/or delivering presentations as required. Function 7 (incl. Expected results) Performs other related duties, as assigned. CompetenciesProfessionalism: Good knowledge of internet based cloud concepts, more specifically Windows Azure; good knowledge of mobile cross platform development approach, more specifically Windows 10 Universal Windows Application and Xamarin; good knowledge of current project management methodologies, with practical experience in managing projects related to software and/or training development and implementation; good knowledge of ICAO functions,, international aviation organizations, Regional Safety Oversight Organizations (RSOOs), and Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs); good knowledge of related aviation disciplines such as: accident investigation, operations, personnel licensing/training, air traffic management, aeronautical information management, etc. and their interrelationship; knowledge of ISO 9001:2008 (quality management systems); Familiarity with safety management systems (SMS) and State Safety Programmes (SSP). EducationA first level university degree in the engineering field, preferably in computer-engineering, computer science, information & technology or in a related field, with a strong background in audit procedures is required. Work Experience• A minimum of ten (10) years’ experience in engineering/re-engineering business processes as well as in the analysis, design, development, and deployment of related internet-based information systems is required. • Considerable experience (ten years or more) in civil aviation activities, including five in progressively responsible positions in the management of air navigation-related programmes is required. • Extensive experience in current software development methodologies, namely Agile/SCRUM, delivery of software packages and upgrades, and software design, also extensive experience on internet-based information system and the latest software development concepts and technology is required. • Extensive experience with contemporary internet development tools using Microsoft .Net framework, open source, third party components and patterns, and extensive experience with SQL and Microsoft SQL Server 2019/2022 and Microsoft SQL Analysis Services is required. • Extensive experience on data warehouse and data mining concepts, namely the Kimball approach and also extensive programming experience with the Open XML file formats standard ECMA-376 is required. • Extensive experience writing document parser, document analyzer, especially on complex data types such as embedded various image types, embedded Microsoft Word table, Microsoft Word equation writer, etc. is required. • Extensive experience in developing mobile application using Xamarin/.Net MAUI, managing budget and interpreting spreadsheets with basic accounting principles, also extensive experience and understanding of the various ICAO audit programmes, USOAP, USAP, RRAP and ICAO-WFP is required. • Experience working directly with civil aviation authorities in a supporting role with respect to their safety oversight duties and experience in the development and administration of complex projects, ideally aviation related, involving significant levels of resources, including personnel from a variety of backgrounds is desirable. • Experience with managing and using aviation-related databases, data collection, analyses and exchange tool and techniques is desirable. • Experience with Microsoft Word ICAO document structure, Microsoft Word ICAO custom styles and good managerial experience; international experience dealing with civil aviation authorities and industry representatives is desirable.
