The Opportunity

 

The Economic and Creative Development Department is part of the Infrastructure and Growth Management Division. This department is responsible for the attraction and facilitation of new business investment, and helping employers access the business opportunities of the area. They encourage and promote the creation of new Barrie-based enterprises, including start-ups and small business services. They also support the retention, growth, and expansion of the City's existing businesses. This includes bringing stakeholders together on strategic programs. 

 

Reporting to the Manager of Business Development in the Economic and Creative Development Department (Invest Barrie), the Business Development Analyst is responsible for the department's data research, collection, and analysis needs. The position plays a key role in promoting Barrie as a premiere business investment destination and in supporting businesses to stay and grow within the city by leveraging a connected business environment. The role involves the sourcing, gathering, interpreting, and disseminating of data and information from a variety of sources at the macroeconomic and local levels to identify trends, create benchmarks, develop forecasts, and develop report measures and communication tools regarding Barrie's economy. This position also involves providing data, information, key economic indicators, and market intelligence to inform strategy, value proposition development, targeted sector development initiatives, and marketing campaign content for the Business Development branch and the broader Economic and Creative Development Department.

Education (degree/diploma/certifications) 

  • Four (4) year University Degree in market research, statistics, business, economics, communications, social sciences, or equivalent

Experience 

  • Three (3) years of experience performing duties related to the above mentioned major responsibilities

Knowledge/Skill/Ability  

  • General knowledge of the following legislation, regulations, or requirements: relevant provincial legislation such as the Municipal Act, Municipal Freedom of Information and Protection of Privacy Act, Planning Act
  • General knowledge of marketing and communication systems and processes
  • Working knowledge of the following principles and standards: Primary, secondary, and tertiary research practices, processes, and principles, the North American Industry Classification System (NAICS) and its associated codes
  • Demonstrated ability to:
    • conduct research for problem solving and to develop solutions by analyzing facts, generating comparisons and drawing conclusions from available information
    • critically interpret and evaluate research and its implications within a strategic framework, thinking critically and expansively by combining ideas in unique ways to develop unique and compelling content
    • develop and curate content appropriate for use on social media and other digital platforms that conveys ideas and information in a clear and compelling way
    • prepare accurate reports that present information clearly and effectively for various purposes, both from a marketing and corporate communications lens.
    • communicate effectively across all organizational levels, including combining information from multiple sources and customizing the communication to the recipient, such as elected officials, senior management, staff, businesses, stakeholders, and the general public
    • respond to client needs in a timely, professional, helpful and courteous manner
    • consistently meet service standards and follows up to ensure needs have been met and maintain a high standard of public relations at all times
    • produce realistic and achievable work plans that identify and prioritize resources across initiatives/programs
  • Intermediate skills include: Business Acumen; Customer Service; Interpersonal; Organizational; Presentation; Reading Comprehension; Report-writing; Verbal Communication
  • Advanced skills include: Analytical; Attention to Detail; Problem Solving; Research; Teamwork; Time Management; Written Communication
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Access, Excel, Outlook, PowerPoint, Project, and Word), ArcGIS, Customer Relationship Management (CRM) platforms, social media platforms, Accela, Lightcast, MailChimp, Constant Contact, EventBrite, Watson Analytics, Prezi, and the Internet
  • Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

Other Important Information

 

Location: City Hall, 70 Collier Street, Barrie, Ontario

*Please note that the City has a in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements. 

 

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement

 

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2024 pay range:

  • Pay Level: Level 7
  • Yearly Salary: $67,704.00 to $81,135.60 
  • Hourly Pay Rate: $37.20 to $44.58
