Job Description - Maintenance Contract Supervisor

Note: Effective April 1, 2024 the salary range for this position is $86,330.00 to $127,214.00 per year Do you have a passion for management and a proven track record of leading successful teams? Deliver on Business Goals and Priorities Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry. You will contribute to the achievement of team goals by: • Managing a team that are engages in administering all aspects of the ministry's year-round, complex multi-year maintenance contract , and for planning, procuring and delivering any ancillary preservation maintenance contracts, and capital work within the maintenance contract.
• Overseeing contractor summer, winter and specialized maintenance activities such as traffic signal maintenance, bridge maintenance, roadside vegetation control, highway line painting, facilities construction and maintenance and data collection.
• Investigating, directing and coordinating the ministry's response to program related emergencies and unplanned events (e.g. catastrophic accidents, major spills, severe inclement weather, etc.).
• Representing the ministry to local/municipal emergency management response teams including OPP and emergency service providers.

How do I qualify?

Mandatory:

• Valid Class G driver's licence

Strategic Leadership:

• You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of succession planning, talent management, organization and job design.
• You have an understanding of strategic corporate directions, multi-year business and results based planning processes.
• You have experience managing a technical team delivering results.
• You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
• You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.

Project Management Skills:

• You have knowledge and experience in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
• You have knowledge of standards and policy development and the ministry's decision making process.
• You have the ability to interpret and apply regulations, policies, directives.
• You have knowledge of programs and related regulatory requirements, as well as service provider contractual relationships.
• You have knowledge of financial and administrative processes to manage fiscal and material resources.
• You have the ability to review and make recommendations on the capital improvement strategies.

Investigative and Negotiation Skills:

• You have investigative and negotiation skills to establish sound working relationships with contractors, Indigenous partners, municipalities, representatives of federal and provincial government, lawyers, engineers, police, the public and numerous other stakeholders.
• You are able to negotiate resolution of claims and disputes against the ministry regarding contract and other contentious issues including those related to highway maintenance, design and construction.
• You have the ability to investigate, assess, document and resolve public complaints regarding property issues, and the performance of the maintenance contractor or other service providers with tact and diplomacy.

Communication and Relationship Management Skills:

• You communicate information with clarity and enthusiasm resulting in a shared understanding and commitment by internal and external partners.
• You have excellent analytical, problem-solving and planning skills to appropriately coordinate and assess priorities.
• You have experience building and sustaining effective relationships and engaging with internal and external partners to represent a variety of interests in order to gather input and build consensus and deliver on priorities.
• You have proven ability to work effectively and contribute positively as a member of a regional and provincial team with an enterprise wide approach.
• You have experience preparing briefing notes, reports, contract documentation and recommendations on contracting issues.
• You are able to provide advice to the team, colleagues and senior management on contracting issues and to contribute to the development of new/revised policies and /or procedures.
