Proudly sharing land located on Treaty 4 and Treaty 6 Territory and homeland of the Metis people, we serve more than 16,000 students at our campuses located in Moose Jaw, Prince Albert, Regina and Saskatoon. Sask Polytech has more than 2,000 full-time equivalent positions serving students across our province. The manager, human resource systems and reporting provides services and support to clients including HR data management and governance, reporting, statistics and metrics for critical talent decisions, oversees HR operational processes and administration, and tackles projects targeted at the improvement of our services and the full and effective use of our enterprise technology. Using data as a key component of our operational and strategic environment, the ability to provide clear, compelling and transformational information to support our organization is a priority of this role. We support a culture of innovation and collaboration where data is used to inform and enhance our operations. This role will play a lead role in solving open-ended, complex questions about how Sask Polytech can attract, develop and retain our talented workforce. Being able to create a meaningful and compelling picture of our organizational talents through data will be continued area of focus in this role. The understanding that every piece of data in HR points to a person supporting our student’s learning journey is the foundation of our best work.

The manager is responsible for managing the utilization and optimization of Saskatchewan Polytechnic’s human resource information systems and providing leadership and guidance to our human resource division on systems and data-stewardship issues. This position maintains a lead role in the implementation, integration and continuous improvement of a number of HR business solutions and projects. Data stewardship and data reporting are key deliverables of this position and along with the coordination of human resource strategies and projects with focus on HR data, systems and reporting. As we continue to grow in our use and understanding of HR analytics as a service to the organization, the manager will take pride in advancing our HR analytics framework.

The manager is accountable to the director, human resource advisory services and leads a team of 8 team members with span of control across all HR service areas relating to employee data and employment administration. The team is made up of an HR Analyst Team Lead, 3 HR Assistants and 4 HR Analysts. The manager will work primarily with the Team Lead, the other HR managers across the division and the HR leadership team to support our HR reporting and systems environment. With interaction at all levels of management and leadership across Saskatchewan Polytechnic, including union and faculty association officials, travel will be required.

QUALIFICATIONS, SKILLS, ABILITIES AND EXPERIENCE

Specific Accountabilities

Client Service

  • Provide HR supported technology to the Sask Polytech community to support and enhance the operations of the organization. This includes all areas of the HR division (HR Advisory Service; Health, Safety, Security and Environment; HR Strategy; and Employee Relations). The ability to bring commonality in design and administration to the delivery of diverse and complex requirements within our organization is a key responsibility of this position. Optimization of technology to maximize value output and services is also required.
  • Designing and developing the strategic HR analytics environment and delivering meaningful analytics to support leaders across the organization is a significant responsibility. With this responsibility comes the need to share the techniques to arrive at meaningful analytics within the team, share the output of the intellectual investment with others and understand and move forward on opportunities as the business grows in our HR analytical prowess. Leading this will be transformational to the support HR as a division provides to the organization.
  • Seeing the human in our resources and understanding the data available to provide meaningful client service to our organization is paramount in this role. Capturing meaningful data to support exceptional client service is the root of our philosophy. Our goal is to help clients use data to effectively support and understand our business environment.
  • Provide Sask Polytech employees transparent and seamless access to HR-related information and services.
  • Lead a client service standards model to ensure the provision of timely, effective and consistent client service to clients.
  • Participate and collaborate to assist in developing and maintaining effective HR service practices within Sask Polytech.
  • Participate in client meetings to understand how to best serve and support their needs and strategic priorities now and into the future.

Systems Management and Data Stewardship

  • Stewardship of data comes when data is used to bridge to support clients business problems. By listening, understanding, defining and capturing data solutions to support business decision making, data and stewardship of data become the levers to strong business and decisions making processes.
  • Document, review and maintain clear HR protocols, guidelines and records management procedures to ensure the consistent and accurate collection, retention and reporting of data, incorporating privacy and best practices in our HR operations.
  • Analyze, synthesize and identify trends in data stewardship and data management to assist in operational and institutional planning processes.
  • Ensure systems alignment and data management adhere to the institutional business requirements
  • such as collective agreements and relevant legislation.
  • Collaborate on the development and implementation of progressive human resources policies and programs.
  • Manage HR operating and reporting budget areas.


Relationship Management

  • Foster partnerships and positive, solution-oriented working relationships with the human resources team.
  • Work closely with the HR program development, health and safety, and employee relations teams to ensure an understanding of the service delivery implications in the implementation of programs, systems and processes.
  • Develop and maintain relationships with internal and external stakeholders.

People Management

  • Ensure a positive, diverse and inclusive work and learning environment.
  • Plan and manage the development of human resource assistants and HRIS analysts.
  • Coach and advise on front-line operational issues and HR processes/practices.
  • Ensure the effective use of human resource policies and practices including recruiting, selecting, training, developing, motivating and evaluating of employees.
  • Address people management issues within the team in a timely manner while ensuring compliance with the Sask Polytech policies and current HR practices.

Strategic Planning

  • Manage the implementation of the integrated HR advisory services strategy as it relates to HRIS functions to ensure services are accessible, consistent and proactive.
  • Assist the director, HR advisory services in planning and implementing overall strategic initiatives with a focus on service delivery and data-based decision making.
  • Develop key performance indicators and service standards for the portfolio and monitor and report on progress against these indicators.
  • Develop dashboard and key reporting tools for Sask Polytech management and executive teams to effectively execute and navigate their human resource requirements.

Duties

Required Qualifications, Skills and Abilities (QSA)

A relevant post-secondary degree combined with additional training in human resources with a minimum of five years of HR analytics related experience, or an equivalent combination of education and experience may be considered. Experience leading a team and demonstrated knowledge of progressive human resources practices/processes is required. Exposure to a variety of HRIS platforms and reporting/statistical analysis tools and experience with data collection (qualitative and quantitative) would be valued.
