Job Description - Planning & Research Analyst

POSITION SUMMARY: Under the direct supervision of the Plant Superintendent, is responsible for developing and aiding in the implementation and supervision of technical projects, preparing technical reports and specifications, and assisting in the development of new programs.

 

MAJOR RESPONSIBILITIES:

  1. In consultation with the Superintendent, assists and supports the analysis of present work methods, procedures and systems regarding construction, maintenance, and operations; recommends improved systems and carries out follow-up procedures for the Division.
  2. Participates in the preparation of plans, specifications and contract documents and prepares estimates for projects.
  3. Prepares and assembles data required for the Section’s operating and capital budget presentation; co-ordinates and prepares the analysis of actual results to budget and recommends corrective actions.
  4. Participates in hiring, training and evaluation of staff and recommends corrective actions, where necessary.
  5. Ensures confidentiality of sensitive and labour relations material used within the Division.
  6. Prepares and updates the Division’s Quality Control Standards.
  7. Provides specialized job assistance on technical operational projects and supervises contract/support staff.
  8. Prepares and maintains various types of maps and drawings.
  9. Performs other related duties as may be assigned.

QUALIFICATIONS:

 

Education/Experience:

  • Degree or diploma in engineering technology or sciences; and
  • Minimum two years of related experience, including background in general construction as well as knowledge of process operations

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing
  • Ability to establish and maintain effective working relations with co-workers, City departments, the business community, and other government agencies
  • Strong research, project/time management, analytical/critical thinking, and problem-solving skills
  • Proven ability to function as an effective team member and to work independently
  • Must have experience in the use of computer software and maintenance management systems
  • Competent within the meaning of the Occupational Health and Safety Act

CONDITION OF EMPLOYMENT:

  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
