The Public Service Commission ensures Alberta has a professional, non-partisan, diverse and inclusive public service that proudly serves Alberta. The Governance and Efficiency team, within the Workforce Development and Analytics branch, leads HR business process management and HR data governance functions with an outcome to deliver client-focused and timely HR services including enhancements to the integration, efficiency and functionality of government’s HR system.

Role Responsibilities

Do you want to lead change and drive continuous improvement of the Alberta Public Service’s HR System? Are you an out of the box, strategic thinker that likes to solve complex problems, challenge the status quo, manage projects from inception to completion, and lead a high performing team? This opportunity might be for you! Reporting to the Manager, Governance and Efficiency, you will play a key leadership role to apply your expert knowledge of human resources, strategic thinking, project and change management skills, ability to engage diverse stakeholders, and understanding of business process design to drive business change, support continuous improvement of the HR system, and leverage the APS’ enterprise resource planning software – 1GX. As the Lead, Continuous Improvement, your team will focus on a client-centric, efficient HR system through several key areas:

  • Leading 1GX HCM strategic planning and priority setting processes.
  • Enhancing manager and supervisor understanding of key HR accountabilities within 1GX.
  • Continuously improving complex HR business processes, in partnership with PSC service subject matter experts, other corporate service stakeholders, and the 1GX Centre of Excellence.


You will excel in this role by demonstrating your ability to:

  • Consider the whole system and recognize links between everything from complex networks of the GoA to departmental priorities and evaluate broad reaching impacts.
  • Create and champion a plan of action and find ways to overcome or remove barriers.
  • Ask the right questions and engage the right stakeholders to get to root issues and generate new ways of thinking about an issue.
  • Independently lead and resolve complex issues and make recommendations to senior and executive leadership.
  • Articulate and create momentum for organizational change by creating a bold, compelling, shared vision that generates excitement, enthusiasm and commitment.
  • Lead and engage a high performing team.

Qualifications

As the ideal candidate, you will have a university degree in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

  • Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience or 1 year of experience for 1 year of education.


Requirements:

  • Demonstrated strategic thinking and planning including the ability to manage projects and apply change management principles.
  • Proven ability to drive results and independently resolve complex problems, including the development of evidence-based recommendations for senior and executive leadership.
  • Broad understanding of all HR functions.


Assets:

  • Supervisory experience.
  • Business process mapping expertise.
