Role Responsibilities

Reporting to the Director, Child Care Supports and Grant Administration, and as a member of the Management team within the Child Care Delivery, the Manager, Procurement, Grants and Contracts, has four key functions relating to strategic leadership and planning, procurement, contract and gratn team management and supervision, considerable internal and external strategic stakeholder engagement, and leading strategic initiatives. The Manager will lead the planning, development, delivery and evaluation of a strategic procurement plan and ensure the administration of grants and contract align with policy expectations. The Manager will support
the delivery of high-quality services to all divisional programs and projects across the Province. This position will be responsible to address concerns relating to contracting and procurement. 1. Accountable for leading the development and evaluation of all procurement plans.

  • Accountable for developing procurement plans that incorporate regional trends, respond to diverse community needs and support service delivery and provincial procurement alignment and direction.
  • Accountable for gathering/reporting on program results and key performance outcomes, through the procurement and granting (operational and capital grants) of targeted programs and services by developing, negotiating, and executing agreements with service providers.
  • Ensures procurement and grant initative plans are compliant and aligned with legislation, policies, and best practices.
  • Provides advice to the Leadership Team on a variety of strategic procurement management issues and recommends strategies to address existing or emerging issues.


2. Accountable for ensuring consistent, open, and fair procurement and granting processes and practices to support the implementation and continuous improvement.

  • Leads and directs procurement and granting activities including monitoring relevant agreements to ensure they continue to meet program needs while still remaining economical and efficient and to ensure that quality assurance practices are used, standards are met, and risks are mitigated.
  • Ensures the implementation of each procurement and grant initiative (program and capital grants) focuses on policy and legislative compliance, cost transparency, program alignment, and the acquisition of quality services that meet the needs of the division.
  • Directs monitoring of grants and contracts during the year to ensure services are delivered as required and to monitor and identify any trends and challenges in a timely manner.
  • Leads and develops mechanisms for the collection, analysis, reporting and dissemination of service information.
  • Identifies and implements improvement strategies relating to procurement and reporting that align with stakeholder input, provincial initiatives, operational plans and reconciling differences where these arise.
  • Ensures all financial delegation requirements are met, Deputy Minister/Minister and/or Contract & Grant Review Committee (CGRC) approval is obtained when required, and procurement and grant activities are aligned with government and ministry policy and directives

3. Accountable for developing and implementing stakeholder management strategies that maximize the effectiveness of procurement and grant design, development and implementation through increasing awareness, promoting collaboration, and issues management.

  • Ensure collaboration and consultation with stakeholders in the development, implementation, and evaluation of a procurement plan.
  • Ensure current and emerging issues are identified and risk mitigation strategies are developed, implemented, and evaluated, related to relationships across a large diverse stakeholder base.
  • Actively participates on Task Forces, Review and Policy Committees and workgroups to review, influence, and inform provincial strategies, policies, and procedures.
  • Acts as liaison to the other Ministry, Divisional and Branch groups to ensure the timely exchange of information. Informing CCD of Government and ministry policy, initiatives and best practices and is active in the ministry procurement community of practice.
  • Provides advice to senior leadership on a variety of strategic procurement, contract and grant management issues and recommends strategies to address existing or emerging issues, as required. Directs the preparation of formal responses, briefing notes, position papers, reports, and business cases as appropriate.

4. Accountable for the effective and efficient management of all human and budgetary resources allocated, ensuring equitable utilization, distribution, and allocation of budgets and staffing resources.

  • Leads budget planning and allocation methodologies and human resource planning for the unit.
  • Leads, supervises, and develops a team of contract and grant specialists. Supervisory duties include assignment of work, creation of a supportive workplace, development and evaluation of performance plans, approval of leave, response to grievances and initiation of discipline processes.
  • Ensures staff are trained on programs, grant and contract administration, procurement strategies, including trends, issues and best practices.
  • Leads team through the entire procurement process to achieve results in line with operational plans and provincial policies and standards

Qualifications

Bachelors degree in Business Management, Contract/Asset Management, Procurement and other related field (e.g. Public Administration, Social Sciences, etc.) and four years of progressively related experience. Equivalency: Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience. This position requires experience and knowledge of:

  • Procurement and grant processes and procedures including GoA specific requirements of procurement and contract and grant managaement.
  • Relevant legislation governing the Alberta Public Service, Child Care Delivery programs and services, and other related Government programs and services.
  • The Canada Wide Canada Alberta Early Learning and Child Care agreement.
  • People leadership.
  • Mediation, problem solving and conflict resolution.
  • Risk assessment and mitigation approaches and solutions.
  • Project management including research, analytical, and evaluation approaches.
  • Relationship building, networking, influencing and negotiating.
  • Working with Indigenous, multi-cultural, diversity and inclusion agencies and communities.
  • Community resources, trends, strengths and key stakeholders.


Preference will be given to candidates who have experience in:

  • Procurement, grant administration and contract management processes.
  • General knowledge of Child Care Delivery priorities and processes at the federal, provincial, and municipal levels.
