POSITION:            Senior Manager Training and Compliance (Replacement)
REPORTS TO:      Director, Training & Regulatory Affairs
DEPARTMENT:     Rail Transportation    
LOCATION:           Flexible (Cochrane, Englehart, North Bay)
REFERENCE:       100-70-25
SALARY:                $106,964 - $125,839 WHO WE ARE:

ACCOUNTABILITY STATEMENT:
The Senior Manager Training and Compliance is responsible for coordination, leading, implementing and supporting regulatory programs across the Company’s rail operations. This position will lead the development and delivery of training, updating of ONTC training documents, be responsible for rail safety management, and develop & implement the internal compliance audit program to ensure accountability with regulatory requirements.   MAJOR DUTIES/ RESPONSIBILITIES:
•    Leads employees with clear direction and goals and providing coaching or guidance through regular monitoring of employee performance
•    Oversees and participates in human resource responsibilities such as recruitment, performance management including employee investigations and discipline, training and WSIB correspondence
•    Responds to employee concerns and collective agreement issues 
•    Establishes training standards and requirements for the Rail division in accordance with business, compliance, and safety needs
•    Develops/maintains the training matrix to identify training requirements for positions within Rail division
•    Supports Manager/Supervisor leadership training by providing coaching, guidance and positive reinforcement
•    Chairs quarterly RSMS meetings and assists with updating the RSMS program
•    Leads regulatory and internal audits of the RSMS program
•    Oversees efficiency testing including Manager/Supervisor training for observations
•    Implements the process for validation and sign-offs
•    Develops method for tracking employees tested and observed 
•    Create an internal audit strategy to compare actual ONTC compliance with inspection findings and measure against the various requirements
•    Quantify and categorize deviations from proper compliance and provide reporting to applicable departments
•    Provide options for corrective action, through training, increased oversight, or use of technology to maintain and enhance compliance
•    Manage and direct internal compliance inspectors to ensure relevant and comprehensive oversight of employee competency for regulated work functions
•    Ensure sufficient quantity of Operations employees are trained and qualified prior to start of service, within tight timelines
•    Ensure training program content and delivery meet regulatory and Company requirements
•    Scrutinize and approve monthly budget, accounts payable, and purchasing card transactions of subordinates REQUIREMENTS:
•    Bachelor’s Degree in Business Administration, Operations Analysis, or applicable Railway experience
•    5+ years experience in a Railway position such as a Locomotive Engineer, Conductor or Rail Traffic Controller 
•    Previous supervisory or management experience with proven ability to train and teach
•    Canadian Rail Operating Rules (CROR) and Manual of Track Requirements (MTR) qualified
•    Previous teaching/training/mentoring experience
•    Previous experience with auditing and report writing
•    Excellent verbal and written communication skills
•    Technical knowledge of track infrastructure and standards
•    Computer and mobile device literate, including proficiency with PowerPoint, Excel, Word, Outlook and Teams 
•    Valid G driver’s license and the ability to travel throughout our rail system
•    Understanding of collective agreements
