Job Description
Reporting to the Manager, Development & Technical Services, or designate, this position is an expert of the City’s technical standards, legislative requirements/compliance, engineering principles and municipal infrastructure design. This role, will liaise with various internal and external contacts to provide technical expertise and advice to determine the infrastructure solutions that best meet the community needs and organizational goals.
Responsibilities
Leading technical and regulatory review processes including ensuring compliance with regulations, bylaws or standards, ensuring engineering content is correct, complete or suitable for the intended application, reporting non-compliance issues, providing expert knowledge and expertise, and providing supervision and oversight and instruction to staff and other teams
Leading growth and development processes including prioritizing and executing legal agreements, financial controls and processes related to change affecting the services of transportation and stormwater, acting as the official signatory of City, and acting as department resources for the development, review and enforcement of the Development Charge By-law Study
Leading renewal and replacement processes including prioritizing and executing the review of proposals, tenders and purchase requisitions, monitoring performance and assessing the condition of assets
Participating in the development of performance standards and measures used in assessing performance, health and serviceability of assets
Facilitating the development and design of city standards and other technical solutions
Requirements
Demonstrated knowledge and skills generally associated with the completion of a four (4) year degree in civil engineering or a related Applied Sciences and Technology discipline along with OACETT accreditation/registration and a minimum of five (5) years of relevant experience in a municipal setting; or an equivalent combination of education and experience
Interpreting and predicting future liabilities
Develop, plan and apply appropriate mitigation strategies
Knowledge of Civil Engineering practices and the development of industry processes and practices
Broad knowledge and experience of municipal design and knowledge and understanding of storm sewer design, transportation design requirements, municipal standards, city official plan, development servicing and subdivision agreements, development charges by-law and the provincial planning act
Excellent verbal and written communication skills, effective customer service skills, problem solving, analytical, project management and organizational skills
Demonstrated ability to work under pressure, meet deadlines and ability to work effectively in a team environment
Effective leadership and coaching, sound judgement, tact and discretion
Excellent reasoning and analytical skills
Advanced skills and experience using PC equipment and related software applications (i.e. MS Office Suite) and related engineering software applications
Possession and maintenance of a valid unrestricted Ontario Driver’s License, minimum Class “G”
This position is eligible for hybrid work.
