Job Description - Senior Program Manager, Biosolids & Resource Recovery

What can I expect to do in this role?

Reporting to the Director, Innovation, Process Optimization and Technical Services, in this role you will:
  • Provide subject matter expertise, technical guidance and leadership across the Province of Ontario for the planning, development, transformation, and delivery of OCWA's residuals and biosolids, organics and resource recovery services program initiatives.
  • Develop and integrate programs to align with OCWA's growth initiatives and supports OCWA's objective to be the “Total Solutions Provider” to the water sector in Ontario. Develop and maintain program goals to comply with provincial regulation, Provincial mandates, and the objectives which are integral to the Water Opportunities Act.
  • Lead the development of relationships and linkages between OCWA and municipal water and wastewater clients, industry, service providers, consultants, and professional associations to increase the industry profile for OCWA as a thought and practice leader in the areas of residuals and biosolids, organics management and resource recovery.
  • Develop and maintain a resource portal for Agency wide review; updates regulations, best management practices, operational and compliance data.
  • Lead and oversee the planning, delivery and development of designs and project plans; establishes project objectives, cost estimates, and resource requirements and ensure project timelines and commitments are met.
  • Leads and/or conduct consultations with clients to identify and determine current and potential needs in the areas of biosolids management and resource recovery.
  • Lead and oversee an interdisciplinary team of OCWA and external engineers, process specialists, project managers, and Information managers to plan and deliver routine, emergency, on-going, and full turnkey solutions for biosolids and organics processing with an emphasis on resource recovery and sustainability.
  • Provide engineering expertise, guidance, and advice to the Vice President of Innovations and Infrastructure Solutions and OCWA's Senior Leadership Team on changes to regulations, market drivers, costs or program issues and solutions to inform strategic planning and support the review and development of division/corporate policies and procedures.

How do I qualify?

Mandatory

  • Licensed Professional Engineer by Professional Engineers of Ontario (PEO).
  • Ability to travel throughout the province as required, including overnight trips.
  • Valid Driver's Licence.

Knowledge:

  • Theories, principles, and best management practices related to the management of residuals and biosolids, the management of other organics, waste diversion, and resource recovery, new and emerging technologies, methods, and systems.
  • Government legislation, regulations, and approval policies/protocols related to Residuals and biosolids management, Water and Wastewater management, environmental management, and occupational health and safety to provide leadership and program management within and outside of the agency.
  • Technical knowledge of the theories, principles and practices of Chemical, Civil or Environmental engineering discipline, wastewater and /or water related fields, engineering design and analyses of complex wastewater and water systems to lead the development, design, modelling and optimization of industrial/municipal wastewater facilities.
  • Water treatment and supply, wastewater pumping and treatment, and process optimization and energy conservation measures.
  • Maintain and improve knowledge and application of research and innovative technologies to improve wastewater treatment plant operations.

Skills and Abilities include:

  • Knowledge of client business goals and directions, economic/market environmental changes that impact on client's long-term business plans.
  • Leadership skills to participate and provide leadership to internal and external stakeholders.
  • Strong skills in managing multiple projects and working both independently and in a team.
  • Good interpersonal and presentation skills with strong ability relate to wide audiences including clients, contractors and operations staff.
  • Job requires good oral and writing skills to prepare technical reports, memos, business cases, briefings, submissions, executive correspondence offering subject matter expertise.
  • Excellent communication and negotiation.
  • Demonstrated analytical, consultation and problem solving skills.
  • Proficiency in strategically identifying research and development needs for the Agency.
  • Excellent organizational skills with demonstrated ability to prioritize well and meet strict deadlines.
  • Specialist engineering advisory services to support the development, review and revision of corporate energy conservation and climate change policies, and to lead engineering programs, projects and services with OCWA and ministry management/staff.
