Strategic Planning & Policy Development Coordinator (Capacity Building)

POSITION DESCRIPTION

POSITION TITLE: Strategic Planning & Policy Development Coordinator (Capacity Building)

REPORTING RELATIONSHIP AND AUTHORITY

Reports to and works under the direction of the Executive Director (or Designate). Salary: 75,000 – $95,000 per year depending on experience and qualifications Terms: Temporary, Full-time position, subject to funding renewal

SUMMARY

As part of Saugeen’s efforts to re-assert its inherent jurisdiction over the wellbeing of its children, we have created positions to help us realize this goal. The Strategic Planning & Policy Development Coordinator (the “Coordinator”) will work on a small team responsible for overseeing the drafting, revisions, and finalization of Saugeen’s child and family services law and culturally relevant programs.

The Coordinator will be responsible for the oversight and guidance of strategic planning of the implementation and policy development for Saugeen’s Zaag’idiwin. The Coordinator will be responsible for utilizing community feedback, service provider feedback, and Zaag’idiwin to draft and produce policies for the implementation of Zaag’idiwin. The Coordinator will uses the policies and feedback to strategically plan for the implementation of Zaag’idiwin, including service delivery plans.

DUTIES & RESPONSIBILITIES

1. Strategic Planning

  • Engages services providers;
  • Dedicates time to understanding the current practices in Saugeen and identifies changes needed for superior service delivery under Zaag’idiwin.

2. Policy Development

  • Uses service provider and community feedback as well as Zaag’idiwin to draft comprehensive and all-encompassing policies for child and family services for Saugeen.
  • Ensures that policies and procedures drafted are in keeping with Saugeen’s existing policies and procedures.

3. Collaborative Practice

  • Works and collaborates with Director of the Child Welfare Department (Prevention & Band Court Representatives), Assistant to the Director of Child Welfare Department, Community Engagement & Communications Coordinator, and Legal Counsel to forward the process of community engagement and communication throughout drafting and implementation of the child and family services law and policies.
  • Works closely with the Community Engagement & Communications Coordinator to create a communication strategy for garnering feedback relevant to strategic planning and policy development.
  • Engages service providers when establishing current processes and gaps in service delivery and policy.
  • Participates on relevant boards, committees, and community development
  • Utilizes a multidisciplinary approach to ensure comprehensive and strategic planning of implementation of Zaag’idiwin and policy development.

  • Completes and provides any reporting requirements requested by

5. Quality Management

  • Engages other staff and community members in the development of policy and implementation planning to ensure the community is reflected.
  • Diligently solicits feedback from stakeholders and department

6. Other

  • Performs other related duties as may be required by the Director of the Child Welfare Department.

WORKING CONDITIONS

Work involves contact with community members, Director of the Child Welfare Department, the Community Engagement & Communications Coordinator, legal counsel, and other individuals as it assists in the course of planning and policy development. Work involves a knowledge of how to effectively communicate with members of the Saugeen community on the sensitive topic of child welfare and wellbeing. For the purposes of this position, attendance at community events and engagement sessions is vital.

  • Receives direction, guidance and encouragement; discusses plans and priorities.

3. With Other Communities and Affiliated Indigenous Organizations:

  • Represents and promotes the Chippewas of Saugeen First Nation; exchanges information using judgement and following the policies of the Chippewas of Saugeen First Nation; keeps informed of the changes and trends that can be beneficial to the First Nation.

4. With the Public:

  • Represents and promotes the interests of the Chippewas of Saugeen First Nation; works in a courteous, cooperative, positive, and proactive manner; provides information using judgement and following the policies of the Chippewas of Saugeen First Nation; assists as required.

EMPLOYMENT REQUIREMENTS

1. Basic Requirements

  • Education background in Strategic Planning and Policy
  • Experience working with First Nation people/groups an

2. Rated Requirements Knowledge:

  • Strategic Planning: identifying stakeholders, data collection and analysis, applying community feedback, etc.

  • Knowledge of the difference between Indigenous and Western laws and “policies”.
  • Knowledge of C-92 Capacity Building initiatives across
  • Knowledge and understanding of Saugeen’s obligations towards and interest in children, youth and families.

Abilities:

  • Exceptional written skills e. drafting of policies and reports.
  • Exceptional verbal skills e. presentations, relationship-building, communication with stakeholders, etc.
  • Strong computer skills with experience in the application of presentations, internet and email.
