We are seeking an analytical and process driven senior leader to join the recently renewed and restructured New Brunswick Housing Corporation (NBHC), as the Director of Policy and Corporate Secretary in its Central Office in Fredericton.
Who we are.

The NBHC is focused on working with all levels of government, community groups, organizations, and the private sector to identify and maximize housing development opportunities while providing support through a housing strategy to positively impact New Brunswickers.

What will you be doing?

Reporting to the Chief Executive Officer, the Director of Policy and Corporate Secretary is responsible for fulfilling duties that support the effective functioning of the Board; serving as the liaison between the Board and the NBHC Executive team; and providing direction and oversight regarding the implementation of Board directives. The Corporate Secretary attends all Board and Board Committee meetings and ensures that the Board has the resources they require to discharge their responsibilities and comply with statutory and regulatory requirements.

The Director of Policy and Corporate Secretary is also responsible for developing NBHC's policy plan; overseeing the development of and amendments to legislation, standards and policies; and developing and overseeing all internal processes related to implementing the policy plan.

Specific duties will also include, but will not be limited to the following:

  • Responsible for leading, directing and monitoring reporting on implementation of policies.
  • Supporting the Board Chair in preparing agendas; organizing meetings, logistics, agendas, submissions, and briefing materials for Board and Board committee meetings
  • Supervision of the production of NBHC's annual report, and preparation for appearances at Public Accounts for Crown Corporations
  • Management of NBHC's Privacy Management Framework and ensuring compliance with the Right to Information and Protection of Privacy Act (RTIPPA), organization wide.
  • Ministerial communications
  • Frequent engagement/interactions with Stakeholders
  • Financial management of small operational budget

Need to have (essential qualifications)

  • Master's degree in Social Sciences, Education, Business or Public Administration, Law or a related discipline plus a minimum of five (5) years related work experience, of which three (3) years directly relate to work with and/or developing/implementing policy and one (1) year of direct supervisory experience in staff management is required.
  • OR a Bachelor's degree in in Social Sciences, Education, Business or Public Administration, Law or a related discipline and a minimum of seven (7) years related work experience, of which three

(3) years directly relate to work with and/or developing/implementing policy and one (1) year of direct supervisory experience in staff management is required.
Subject to the response to this competition, an equivalent combination of education, training and experience may be considered, or the required years of experience may be increased.

Nice to haves (asset qualifications )
Preference may be given to candidates who demonstrate one or more of the following asset qualifications.

  • Comprehensive understanding of the corporate, legal and fiduciary responsibilities of a Board of a Crown Corporation
  • Familiarity with the NB Housing Act or other legislation
  • Direct experience with intergovernmental structures, protocols and processes.

OPERATIONAL REQUIREMENTS: The following operational requirements are also required:

  • Travel throughout the province may be required.
