Summary Of Duties Reporting to the Manager, Elections/Print & Mail, the Project Manager, Elections Education, Recruitment & Training employs an inclusion, diversity, equity, and access lens in developing systems and resources that support electors, candidates, and third-party advertisers throughout the election process. This role is responsible for building and maintaining relationships with community groups, partners, and institutions, including the City’s Council Advisory Committees, Community Organizations, and Community partners. This role seeks to understand administrative barriers, enhance access to election processes, and to provide informed input on election communications planning, branding, web content and resource development. The Project Manager, Elections Education, Recruitment & Training will be responsible for implementing the Election Staffing Strategy, as well as developing and delivering the Election Training Strategy required to effectively prepare election poll workers. GENERAL DUTIES
  • Contributes to the development and implementation of a public engagement and education program to raise awareness of the City’s democratic processes among Hamilton’s diverse communities to ensure eligible electors and candidates are aware of their rights and responsibilities to participate in the City’s municipal and school board elections.
  • Builds relationships with internal and external partners and stakeholders to seek input on election processes. Identifies and addresses barriers to participation and access.
  • Collaborates with internal Communications Teams to develop and implement communication strategies, plans, materials and products that support election projects and initiatives.
  • Prepares communication and educational resources, including presentations, agendas, key messages, frequently asked questions, and fact sheets for paper and digital platforms.
  • Assists in the development, communication, and implementation of the Election Accessibility Plan.
  • Recruits temporary core elections staff, onboards, and provides direction on work and priorities. Provides effective recommendations to assist the Manager, Elections/Print & Mail related to elections staff performance review, promotion and discipline.
  • Develops and delivers training programs for all temporary election staff.
  • Recruits, trains, interviews, screens, assigns, and monitors performance of summer student ambassadors.
  • Receives and responds to information requests from the public, candidates, co-workers, government agencies, vendors, service providers and other stakeholders regarding the election process.
  • Co-ordinates communications to staff, elected officials, candidates, and third-party advertisers regarding their responsibilities under the Municipal Election Act (MEA).
  • Assists in the coordination of the registration of voters, third-party advertisers, and nomination of candidates.
  • Assesses and evaluates election processes for continuous improvement and makes recommendations on enhancements to leadership.
  • Must be available to work extended hours as required during peak election time.
  • Perform such other duties as may be assigned that are directly related to the normal functions of the job, including supporting the Project Manager, Elections Logistics and Legislation.
Qualifications
  • University Degree in Education or Public Relations or a combination of related education and related work experience in a municipal environment. Previous progressive elections coordination experience preferred.
  • Demonstrated project management skills including the ability to independently prioritize, organize and complete multiple assignments simultaneously with competing deadlines.
  • Previous experience in public engagement and outreach. Demonstrated proven experience building trust and strong relationships with equity seeking groups.
  • Must be able to communicate professionally, both verbally and in written form.
  • Proven communication skills and experience with multiple levels of government and large audiences.
  • Previous experience developing and delivering presentations with demonstrated ability to lead initiatives.
  • Experience conducting research and preparing materials such as reports, brochures, procedures and general correspondence.
  • Excellent interpersonal skills. Demonstrated ability to deal diplomatically with all levels of management, staff, elected officials and the public.
  • Experience in a computerized working environment including intermediate knowledge of Microsoft Office software (Word, Excel, Outlook, PowerPoint).
  • Professional Designation with AMCTO considered an asset.
  • Sound working knowledge of the Municipal Elections Act and the Municipal Act 2001, as amended.
  • Flexibility to work extended hours as required during peak election time.
SALARY: This salary is based on a preliminary evaluation. This position may be re-evaluated within six months of the filling of this position. HOURS: 35 per week NOTE: Must be flexible in work schedule and available to work overtime during peak election time.
