The Branch allows ministries to meet program goals by leading or facilitating cost effective procurement in a fair and equitable manner, in alignment with national & international trade agreements and provincial legislation. Procurement Services has responsibilities for GoA corporate purchasing, warehousing services, surplus sales, asset redeployment, inter-provincial trade, vendor relationship management, and category management. Within Procurement Services, Surplus Sales and Warehousing is accountable for three distinct areas: enterprise-wide management and disposition of surplus assets in accordance with the Government Organization Act, warehousing and distribution services, and the administration of the Abandoned and Seized Vehicle Program (ASVP) in accordance with the Vehicle Seizure and Removal Regulation on behalf of Transportation and Economic Corridors

We are hiring a manager to lead Surplus Sales and Operations for the Government of Alberta (GoA)

Reporting to the Director of Surplus Sales and Warehousing, you will be required but not limited to:

  • Lead Surplus Sales’ implementing a customer-centric culture in the planning and disposition of assets, to maximize the return on investment.
  • Lead the development of new policies that add value to the Government of Alberta (GoA) throughout the asset lifecycle.
  • You will oversee implementation and training of new policies and procedures across the entire enterprise, promoting fiscal stewardship.
  • Mange all areas of many teams of highly motivated material coordinators, administrators, logistics operations, and distribution staff in a fast-paced environment.
  • Write briefing notes to provide advice for executive leadership about non-routine issues.
  • Manage all aspects of unit expenditure by determining the yearly budget, accurately forecasting expenses, and developing both an Operational Plan with metric-managed goals and a Business Plan aligned with branch priorities and progress.

Qualifications

Post-Secondary graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below. 8 years combining relatable education and experience: Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Assets considered:

  • Certified Personal Property Appraiser (CPPA)
  • Supervisory Experience.
  • Knowledge or experience in public sector practices, and supply chain management principles.
  • Experience in business operations, including conducting sales, reconciling revenue, and advancing value-add programs such as asset redeployment in government.
  • Understanding of legislation and regulations in business operations, with experience in programs like the Abandoned and Seized Vehicle Program.
  • User expertise (or the ability to develop expertise) in complex Enterprise Resource Planning (ERP) systems, such as 1GX.
