Main Purpose and Function

The Planner I provides professional and technical services to support a wide range of projects in the  Economic Development Planning group; Citywide and Regional Planning The successful candidate will be responsible for supporting the City’s Business Improvement Areas and small business support programs. The position is also responsible for providing policy advice on rezoning and development applications and for providing research and data services for the broader team.

 

The successful candidate will have extensive experience independently developing and implementing community and stakeholder engagement programs, drafting policy, analyzing quantitative and qualitative data, communicating complex ideas, working with interdisciplinary project teams and managing multiple projects simultaneously.

 

This position reports to a Planner II with support and oversight from a Senior Planner. The position will work collaboratively with colleagues across City Departments. The position will be expected to build and maintain strong relationships with a wide range of internal and external partners.

 

Specific Duties and Responsibilities

  • Scoping, preparing and managing project work plans; being accountable for deliverables and following timelines
  • Comprehensive project management and implementation of public, stakeholder and community engagement initiatives
  • Policy research, data analysis and Council report writing
  • Sourcing and developing statistical information to support urban planning initiatives (e.g. census data, real estate market data)
  • Undertaking qualitative and quantitative analysis of data for use in projects and for making recommendations, including analysis using GIS software
  • Convening and working with technical and citizen advisory and stakeholder groups to support policy planning initiatives
  • Preparing and disseminating communication materials
  • Writing reports, facilitating meetings and presenting to other staff, management, external stakeholders and City Council
  • Supervising technical, and clerical staff
  • Providing direction and guidance to the work of professional consultants engaged by the City

 

Qualifications

Education and Experience

  • A university graduate degree in planning recognized by the Canadian Institute of Planners and a minimum of one year professional experience the planning field, or an equivalent combination of post-secondary education and experience
  • Membership or eligibility for membership in the Canadian Institute of Planners is desired
  • Experience related to the duties and responsibilities of the position is required

 

Knowledge, Skills and Abilities:

  • Strong organizational and project management skills
  • Proven ability to manage and implement urban planning public and stakeholder engagement initiatives is required. Experience in engaging equity-denied communities and small businesses would be an asset
  • Ability to exercise initiative and sound judgement in managing workload and shifting priorities while delivering complex projects on time and on budget
  • Proven experience in managing multiple projects simultaneously and flexibility to shift between projects as needed
  • Proven experience developing urban planning policy in a multi-stakeholder environment, including the use of conflict resolution and interest-based mediation skills to achieve mutually agreeable solutions
  • Proven ability to clearly communicate complex issues through Council reports and presentations, or comparable documentation and presentations, including ability to produce graphics, reports and display materials using software such as In-Design
  • Demonstrated ability to analyze and summarize quantitative and qualitative information including analysis using GIS software
  • Working knowledge of municipal tools and strategies for economic development small business support is strongly preferred
  • General knowledge of City by-laws, processes and policies would be an asset

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
