Job Description - Project Engineer

Responsibilities PRIMARY PURPOSE Applies professional engineering expertise to provide discipline based engineering advice and support to the designated projects and ensures the safe, reliable and efficient delivery of projects within an integrated, multi-jurisdictional environment. Key Accountabilities Participates in the engineering and technical aspect in the delivery of Capital and Major Business projects, including identifying requirements, evaluating project submissions and checking for standard, specification design and procedure compliance; checking work in progress and completed work and documenting the extent of compliance; producing and/or checking evidence of compliance with CENELEC, hazard analysis, risk assessment and Failure Mode Effects and Criticality Analysis (FMECA), engineering designs, method statements, test plans, commissioning, test and other types of technical report for the projects. Provides innovative, professional engineering advice and guidance to Capital and Major Business projects on quality assurance, compliance assurance and asset performance. Assesses and recommends needs; and plans, schedules and coordinates approved engineering projects. Participates in the development and modification of policy and procedure to ensure alignment to changing standards, codes & regulations. Identifies, analyzes and documents the organizations internal requirements via stakeholder engagement. Prepares engineering requirements reports and business cases based on analytical findings, including recommendations on optimal methods for achieving objectives and maximizing utilization of engineering project resources for senior staff for review. Participates in the continuous process improvement. Contributes professional engineering expertise to project procedures and supports improvement to other company procedures as required. Identifies opportunities to enhance engineering project delivery through procedural improvements. Applies engineering expertise to identify project risks in all aspects of project engineering activities using the ‘as low as is reasonably practicable’ (ALARP) principle. Provides recommendation to mitigate risk, ensuring staff compliance with codes, standards and procedures. Participates in setting the standards for project engineering competence within the discipline and contributes to the training and development of staff as required. Supports the monitoring and reviewing of staff and record competence management. Contributes to the assurance management in the Capital & Major Business Projects department. Supports the project engineering aspects of the asset change control process, including collecting the provision of information required by asset change control process and information provided to satisfy the asset change control process, supporting to produce the required documentation and making acceptance recommendations to the asset maintainer. Ensures acceptable levels of adherence to the requirements of standards, specifications and procedures and non-compliance is managed in accordance with agreed processes. Contributes to the development and maintenance of safe systems of work, ensuring the reliability, availability, and safety of activities in all areas of project engineering and all relevant safety management system, statutory health and safety legislative requirements are fully met. Participates in Requests for Proposals (RFP) and vendor selection, including analyzing terms and conditions, scope of work definition, technical requirements, project specific requirements, project schedule constraints, project hand over/hand back and testing and commissioning. Participate, as required, in quality and technical audits on suppliers and contractors. Develops and maintains professional and trustworthy working relationship with stakeholders in BCRTC and across the enterprise. Provides engineering guidance and expertise to others. May supervises day-to-day delivery of technical services through reporting staff. Qualifications EDUCATION AND EXPERIENCE: The competencies of this position would be acquired through completion of University degree in Engineering on a required discipline, including a Professional Engineering Designation or eligibility to be registered with EGBC, plus five (5) years of professional project engineering experience, preferably within transit and a Rolling Stock or Rail Infrastructure environment, including exposure to and detailed knowledge of Asset Management and life cycle Project Management. Other Requirements Solid knowledge on the principles, theories, and practices of the designated engineering discipline Solid knowledge on relevant standards, legislation, acts and regulatory requirements pertaining to the rail industry. Working knowledge of railway operation and maintenance practices, including configuration control, Systems Engineering and Requirements Management Frameworks Advanced analytical thinking and problem-solving skills, to resolve critical and high impact technical issues. Advanced skill in creating technical reports, standards, procedures, specifications, method statements, risk assessments, FMECA, schematic and or technical drawings, IBM Doors Software and building database. Solid knowledge of the principles, theories, concepts and practices of project management and project reporting. Solid time management skills to balance and coordinate effort across multiple, concurrent activities. Solid communication skills and interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, with the ability to achieve consensus between groups. Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions. Work Schedule 40 hours per week. Rate of Pay Salary $92,362 - $115,451 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
