Expected Salary Range: $139,351.00 - $174,189.00 - $217,736.00

We operate national and provincial lotteries in partnership with 3500 retail partners, provide the games, technology & oversight to 37 brick & mortar casinos, and operate a safe secure and 100% legal online gambling presence PlayNow.com. In our recently completed fiscal year, BCLC generated a record $1.6 billion in net income to the Province of B.C. to support First Nations, local host governments, health care, education and community programs across the province.

Job Summary:

As the Director of Product Delivery Services, you will lead a team of professionals that deliver and operate technology solutions that meet the needs of our customers, through a focus on outcomes and exceptional customer experiences. You will provide support to initiatives and your team members as they utilize agile methodologies on cross-functional Product Teams to build a world class, multi-channel gambling experience across our 36 casinos, thousands of retailers, and our online gambling property, PlayNow.com, and apps.

You will provide strategic vision and oversight for these capabilities to ensure they mature and evolve to meet the increasing expectations of BCLC’s customers and stakeholders. You help the organization navigate a risk-based approach to quality with a focus on speed-to-market and utilize tools like automation and AI to create delivery efficiencies and reduce risk. You are part of a larger technology senior leadership team that works together to bring broader vision, strategy, and change leadership to the division and organization.
Key Accountabilities:

  • The role is accountable for 3 primary capabilities; Business Analysis, Quality Assurance and Systems Analysis
  • Develops the overall strategy and vision for Test Assurance/Test Automation, Business Analysis and System Analysis capabilities. Develops strategic roadmaps and leads the execution of action plans to deliver on strategies developed. Ensures that all initiatives are aligned to the overall BT and corporate strategies.
  • Develops the overall strategy and vision for Test Assurance/Test Automation with a focus on:
    • Leading the modernization of tools, processes, and standards within the quality assurance capability.
    • Developing and implementing testing approaches that transcend traditional manual testing, with a focus on writing test code to streamline processes.
    • Collaborating closely with development teams and third-party vendors to identify opportunities for increased productivity and synergy.
    • Defining clear boundaries and eliminating duplication where necessary to enhance efficiency throughout the development life cycle.
    • Fostering a culture of quality leadership across all aspects of the development process.
  • Provides strong people leadership and strategic direction to the division by championing BCLC’s vision, mission and values. Models leadership behaviors that support engagement of staff, and drives culture and change management initiatives. Ensures future focused resource planning needs are identified and implemented. Practices meaningful recognition, and coaches/mentors and develops others.
  • Leads the design and implementation practices to scale agile delivery with proper coordination and communication, remaining focused always on value.
  • Ensures the delivery of results on all functional initiatives through the development of a responsive organizational structure and resource plan that leverages Agile principles.
  • Leads the development, preparation and execution of the BT budget process including all operating and capital budgets for the fiscal year. Works collaboratively with stakeholders to understand revenue and net income targets, to better support the Businesses’ technology needs.
  • Fosters strong collaborative relationships with all functional areas of BCLC, working effectively across the leadership team within and outside the BT division.
  • Champions best practices and leads the integration/adoption of new developments in technology practices and standards.


Minimum Required Qualifications:

Education and Experience

  • Bachelors in Business, Commerce, Computer Science, Mathematics, Systems Engineering, Management of Information Systems or Information Technology. An advanced degree would be an asset;
  • 10-12 years’ in Information Technology, including at least 5-7 years’ experience in a managerial capacity;
  • An equivalent combination of education and/or experience may be considered.

Technical Requirements

  • Demonstrated extensive leadership experience and success in implementing testing approaches that leverage automation and coding, surpassing traditional manual testing methods.
  • Proven ability to identify opportunities for increased productivity and efficiency through collaboration and synergy.
  • Proficiency in business and system analysis techniques and methodologies, including requirements gathering, process mapping, solution design and stakeholder management.
  • A strong understanding of software development agile delivery methods and tools with ability to embed Agile as a set of behaviors;
  • Ability to take a strategic lens to enterprise transformation, identifying opportunities to make strategic shifts, and focusing effort around high-value opportunities;
  • Proven experience in managing business operations with experience in resolving issues and identifying, managing and eliminating risk;
  • Excellent written and oral communication and presentation skills;
  • Demonstrated experience in strategic business planning and resource management in a leadership capacity;
  • Demonstrated leadership skills and high potential to continue to grow in scope and responsibility over time;
  • Excellent problem solving and analytical thinking/innovation.
