Implementation Manager


 


REPORTING RELATIONSHIP:


Reports to and works under the direction and supervision of the Director, Social Services Administration.


PURPOSE AND SCOPE OF THE POSITION:


The Social Services Implementation Manager is responsible for the implementation of the modernization plan for Child and Family Services, including the coordination of capital builds, land based and cultural space, physical coordination including but not limited to arranging feasibility studies and writing proposals. Monitoring of outcome measures and asset mapping for service delivery of the capital projects for Six Nations children, youth and families.


DUTIES AND RESPONSIBILITIES:


 TECHNICAL:



  • Responsible for the capital infrastructure and buildings specific to the Social Services Modernization plan and long term planning across the spectrum of services, including cultural and land-based space.

  • Supporting the managers, supervisors and participate, as directed, in designing and strategic coordination of programs in the implementation of new or revised services as required in relation to changing community needs.

  • Work within the parameters of administration for the approvals of the capital projects and collaboration with other departments (Public Works, IT, etc.)

  • Preparation of technical and presentations for committee and council.

  • Incorporating key elements of the Ontario Special Study as it relates to Six Nations of the Grand River.

Preparation of business and feasibility studies, environmental studies as required.


ADMINISTRATIVE:



  • Process the approvals and payments for expenditures and track expenses against approved project costs;

  • Ensure reports and are prepared and reflect the community plan and other relevant reports, such as the Truth and Reconciliation Calls to Action and United Nations Declaration of Rights of Indigenous People and community standards;

  • Organizational concepts are prepared and align with Social Services System.


COMMUNICATIONS & LIAISON:



  • Participates meetings/activities as required.

  • Provides effective communication with staff to remain current with any changes in current legislation, regulations and guidelines.

  • Represents the department on various advisory planning committees, as appointed by the Director.


OTHER RELATED DUTIES:


Performs any other related duties as assigned by the Director of Social Services which includes, but is not limited to, acting as the alternate on the Six Nations Emergency Control Group and involvement with the Six Nations Community Emergency plan


WORKING CONDITIONS:



  • Work involves a high degree of mental stress; may require interaction with the public; subject to deadlines, interruptions and some unscheduled hours; flexibility of working hours; ability to take direction, prioritize and work independently.

  • Involves consultation with internal staff.

  • May involve some travel in/outside of the community as required using own transportation and could include air travel.

  • Must respect the Privacy Act and adhere to confidentiality.

  • Works in a climate-controlled environment.

With the Community



  • Represents and promotes Six Nations Council and the Social Services Department in a courteous, cooperative and professional manner.

  • Works with staff/other Six Nations agencies with courtesy, cooperation and teamwork.

  • Develops sound professional working relationships.


KNOWLEDGE AND SKILLS:


Minimum Qualifications



  • University degree in the Social Services field with three years of related administrative/management experience or Community College Diploma in Business Administration or relevant education and five years’ experience with capital, feasibility studies and asset mapping (human, financial and physical).

  • Advanced computer skills: experience with a computer accounting system and a computer spreadsheet program.

  • Must have a valid class G Ontario driver’s license with access to a reliable vehicle.

  • Must pass a criminal record check.

  • Sound analytical (reasoning) skills.

  • Effective planning and organizational skills.

  • High degree of initiative, accountability, objectivity and creativity.

  • Excellent relational, mediation and negotiation skills.

  • Excellent communication skills; verbal and written.

  • Familiar with Six Nations’ Social Services principles and mission statement.

  • Will be knowledgeable about Haudenosaunee culture and the contemporary characteristics of the Six Nations’ social structure.

  • Be familiar with relevant Six Nations’ policies (i.e. employment, financial) and governing structures and processes.

  • A working knowledge of the Social Services program’s relevant legislation, regulations and guidelines.

  • Knowledge of external government structures and processes and various funding agreements.

  • Will be Native in preference to other applicants.


IMPACT OF ERROR:


Errors in judgment/decisions could result in vicarious liabilities to Council and both direct and vicarious liability to the Senior Administrative Officer and to the Director of Social Services and staff. Errors in conduct of duties could result in the jeopardizing or loss of program funding, poor staff relations, poor client/public relations, public confusion, loss of credibility.


CONTROL:


Works within the organizational structure and administrative policy and procedures established by the Six Nations of the Grand River.


Works within the Six Nations Social Services values, principles, and mission statement.


Works within the policies and procedures established through service contracts by the Six Nations Council and the funding agencies.
