OPPORTUNITY:


 


Reporting to the Director, Privacy, the Analyst, Freedom of Information and Privacy (the Analyst) plays a key role in supporting HEABC’s corporate privacy management program, including the processing of requests for information and consultation requests. The Analyst will support the Director, Privacy with the following functions: responding to privacy inquiries, processing information access requests and FIPPA consultation requests, completing systems reviews (assessing new technologies for privacy compliance before their adoption by the organization), conducting Privacy Impact Assessments (PIAs), and supporting the development of privacy training materials and education.


 


Responsibilities Include:




  1. Providing privacy information and responses to both routine and complex privacy inquiries from internal and external stakeholders. Reviews requests, searches for the appropriate records, redacts records and prepares response letters, as needed.

  2. Handling the intake of formal requests for personal information under PIPA, including preparing acknowledgement letters, calculating and monitoring statutory timelines, and clarifying the scope of the information being requested.

  3. Handling the intake of formal consultation requests under FIPPA where a public body stakeholder has identified responsive records that engage HEABC’s interests as a third party.

  4. Determining whether any exceptions under FIPPA or PIPA apply to responsive records; determining whether they must be withheld or disclosed in whole or in part; and preparing draft written position statements and redactions for review by Legal Counsel, Contracts Privacy and/ or the Director, Privacy.

  5. Completes reviews of new systems that the organization is considering adopting, including new software technologies, to ensure compliance with applicable privacy legislation.


 


Required Education, Experience and Skills


 



  • A bachelor’s degree in a related field

  • a minimum of five (5) years of related work experience, preferably in a government, regulatory or legal setting.

  • Experience and working knowledge of BC's Freedom of Information and Protection of Privacy Act, BC’s Personal Information Protection Act, relevant orders by the Office of the Information & Privacy Commissioner (OIPC), cases, trends and issues

  • Completion of an Information Access and/or Protection of Privacy Certificate Program is an asset (i.e. CIPP/C, CIPT or CIPM).

  • Ability to communicate effectively, both orally and in writing, and to exercise tact and discretion with staff at all levels within the organization.

Salary Range: $76,111 to $99,895



Typical Hiring Range: $76,111 to $95,138



In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
